In this position you will serve as a Senior Security Specialist for the Information Protection Office. Supports organizations in the management and integration of Special Access Program, Information Security, Industrial Security, Personnel Security, Information Systems Security, Physical Security.

  • Serves as the senior security organizational functional and technical expert for all security and information protection matters of the organization responsible for direct coordination with multiple test organizations, combined and integrated test forces, System Program Offices (SPO), defense contractors, MAJCOM and higher headquarters, foreign national partners and international test customers, and other DoD and Federal Agency security, intelligence and program management.
  • Develops and prioritizes organizational security and information protection performance goals and mission objectives; develops operational procedures and plans, test security concepts and implements plans, sets priorities and objective for security personnel, assesses programs objectives, identifies problems and takes appropriate corrective action.
  • Provides technical expertise to organizational management, facilities, civil engineering, Corps of Engineers and IT/Communications personnel on security systems design, equipment, secure room/facility construction and renovation, communications and data line configuration and installation, emissions and audio security requirements.
  • Manages the unit Security Program, to include Special Access Program and SCI Requirements
  • Subject Matter Expert on all functions of security management, including Information, Industrial, Personnel and Physical Security.
  • Experience in security management compliance, physical security processes for Special Access Facilities (SAPF) and ICD 705 construction requirements.

  • Eligible for situational telework only, including Emergency and Office of Personnel Management (OPM) prescribed "Unscheduled Telework"
  • This position MAY be eligible for paid relocation (Permanent Change of Station (PCS) costs MAY be paid). Specifics will be discussed with the Selecting Official.
  • This is a national security position. Must be able to obtain/maintain a Top Secret/SCI security clearance.
  • Locations are not negotiable. The actual duty locations available may be located on the Air Force Civilian Service website.
  • This is a designated Drug Testing Position

  • Will be required to obtain/maintain DOD certification as a condition of employment. Department of Defense Security Fundamentals Professional Certification conferral is required within 2 years of the established employee EOD.
  • Subject to Temporary Duty Assignment (TDY) by military or commercial aircraft approximately days 15 per year.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02 or equivalent to the next lower grade GS-11 in the Federal Service. Specialized experiences is Supporting a single or multiple organizations in the management and integration of Special Access Program, Information Security, Industrial Security, Personnel Security, Information Systems Security, Physical Security, Operations Security and Acquisition Security programs.

KNOWLEDGE SKILLS AND ABILITIES:
1. Knowledge of a wide range of security and information protection concepts, principles, and practices to review independently, analyze, and resolve difficult and complex security problems.
2. Comprehensive knowledge of security policy requirements to function as technical authority in multiple security specialties in order to resolve major conflicts in policy, procedure and program objectives.
3. Knowledge of analytical methods for determining and evaluating vulnerability threats, intelligence data and other specialized areas resulting in possible program compromise.
4. Ability to work independently planning, scheduling, coordinating, carrying out, and monitoring the effectiveness of the operations of multiple security programs in attaining organizational operational and test mission activities.
5. Ability to interpret, establish and monitor operating security programs to meet specific test and operational program situations involving multi-security classification and highly classified information, facilities, devices and operations.
6. Ability and skill in establishing criteria for identifying and analyzing trends in security violations and infractions and other lapses security and measuring organizational effectiveness in achieving security objectives and goals.
7. Ability to effectively manage and organize various program activities and tasks and be familiar with administrative requirements.

Desired Skills:
    • 1-3 yeas of security experience supporting Special Access Programs
    • 1-3 years of effective communication skills with individuals and groups as well as developing and presenting briefings to leadership.
    • Proficient with self-inspections and accountable document control and inventories.
    • Understanding and familiarity of physical security compliance and administrative requirements for special access program facilities such as forms, alarms, access control and construction.
