This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Direct Hire Authority (DHA) for Domestic Defense Industrial Base Facilities and the Major Range and Test Facilities Base to recruit and appoint qualified candidates to positions in the competitive service.

Duties

  • Supervise and oversee LCAAP's Department of the Army Civilian Police Officer Program to include managing training, certifications, recommending equipment and budgetary needs, personnel management, and hiring.
  • Direct onsite Law Enforcement actions/activities in accordance with the requirements for an exclusive federal jurisdiction installation.
  • Support Security manager with contract oversight of installation’s contracted security guards.
  • Support Security manager with Physical Security and Anti-Terrorism contract oversight responsibilities

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position meets the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted. This position is subject to a pre-employment screening and random testing.
  • This position is a Domestic Violence Offender Gun Ban commonly referred to as Lautenberg Amendment. This act bans individuals convicted of misdemeanor domestic violence and certain others from possession or access to firearms or ammunition.
  • Shift work may be required, and overtime as needed. This may include nights, weekends, and holidays. The incumbent must be willing and able to perform “on-call” work, as necessary.
  • The incumbent must be able to obtain and maintain a valid state/government driver’s license.
  • Per Army Regulation 190-14/Carrying of Firearms and Use of Force for Law Enforcement and Security Duties, 190-56/The Army Civilian Police and Security Guard Program, and HQDA Executive Order 033-15/Installation Access, the employee must:
  • Candidate must be a graduate or a Federal or State certified law enforcement academy or must graduate from the 9-week U.S. Army Military Police School (USAMPS), Department of Army Civilian Police Academy within 12 months of hire.
  • Graduate from the Law Enforcement Supervisor Course.
  • Pass entry-level and annual re-certification of Department of Army Police Physical Agility Test (PAT).
  • Performance and pass weapons qualifications test and maintain required regulatory certifications (e.g. use of pepper spray, baton handling, smoke/percussion grenade use, less than lethal, TASER, shotgun, etc.).
  • Maintain certification on the following law enforcement systems: NCIC-III, Incident Command System (ICS), and Army Law Enforcement Reports and Tracking (ALERTS).
  • Obtain and maintain certification to operate the NCIC-III terminal.
  • Be able to operate in chemical protective (CBRNE) gear for extended periods of time.
  • Obtain and maintain certification of a RADAR (speed control) device.
  • Pass a semi-annual written Use of Force examination.
  • Wear a uniform and regulatory required associated gear (to include body armor).
  • Be able to obtain and maintain an Individual Reliability Program certification.
  • This position requires you to obtain and maintain a Secret clearance.
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
  • This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.

Qualifications

About the Position: The person in this position serves as supervisor of the Department of the Army Civilian Police Officer and supports the oversight of the Facility Contract Security Plan, monitors the Operating Contractor to ensure they meet the security requirements, and supports the information security, Operations Security, and Emergency Management programs.

Specialized Experience: One year of specialized experience which includes
  • Investigate criminal incidents on the federal installation;
  • Prepare security operations inspection reports to identify issues; or
  • Supervise and provide technical guidance to officers.
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in any major field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
