To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience must include the following:
- Training in deliberate and exercise planning concepts and processes, Incident Command System, the National Response Plan, and Continuity of Operations Policy and planning.
- Planning program activities and applying policy direction to specific operational requirements.
- Developing guidance for applying security policy, procedures, techniques, equipment and methods to a variety of work situations and various degrees of levels of security controls.
- Experience as a Deputy Planning Section Chief or equivalent
- Disaster or pollution response contingency and exercise planning.
