Summary

As a Senior Acquisition Professional, you will handle major acquisitions supporting the business portfolio that are characterized by large funding levels with a minimum commitment period of five years.   

Location of position:  The position is in various divisions within the (FAS), Office of Acquisition Solutions Development (ASD). Official duty location will be determined upon selection.

We are currently filling five vacancies, but additional vacancies may be filled as needed.

Duties

  • Serves as an advisor to program officials in procurement planning meetings, identifying the procurement objectives and methodologies to be used and provides expert technical guidance in the preparation of statements of work. Prepares determinations and findings and solicitation documents.
  • Performs procurement planning. Identifies those large-scale systems, components, equipment, and services to be acquired by contract. Develops procurement objectives in terms of competition and price range and constructs the contractual vehicle including use of pricing arrangements, subcontracting policy, set-aside policies and similar considerations.
  • Plans a comprehensive negotiation strategy, coordinates strategy with other technical experts involved and leads negotiations which are conducted with contractors to develop the contract prices and terms. Awards the contract.
  • Operates as a senior acquisition professional for the GSA service and/or region and in this role is responsible for the analysis and evaluation of contracting policies and practices, and the initiation, development and recommendation of contracting policies, procedures and guidance impacting a large number of contract specialists and contracting organizations.
  • Performs the full range of pre-award and post-award functions, e.g., price/cost analysis, negotiation, administration and termination. Procures a wide range of highly specialized services or supplies utilizing a variety of highly complex acquisition contracts, methods and vehicles.

  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 4 investigation level).
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position

Qualifications

The GS-13 salary range starts at $106,437 per year.  Locality pay may vary by the GS-13 salary statement; replace everything from the line with "You must meet..." and below and insert the GS-1102 13 & above template and plug in your specialized experience

You must meet the requirements in 1, 2, or 3 below:

1. All of a, b, and c below:

(a) Completion of Training/Certification: FAC-C (Professional)  or DoD Contracting Professional Certification. 

(b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and
(c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.  

3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.

Specialized Experience is one year of experience equivalent to the GS-12 in the Federal service. Specialized experience is progressively responsible experience in performing full range of pre award and/or post award activities utilizing various types of contracts such as fixed price, various cost types, requirements, performance based and multiple award schedules in order to procure a variety of complex or specialized products and/or services; conduct reviews of contracts or contracting actions, and recommend or plan improvements to an organization's procurement program.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review the resumes of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses. 

  • Skill in applying and  interpreting federal acquisition laws, regulations, principles and policies to generate new procurement concepts and to recommend to top management approval of procurements for the largest, newest and/or critical state of the art systems, equipment and services.
  • Knowledge of the principles of acquisition planning sufficient to develop and implement an effective and strategic plan to procure multi-year contracts for highly technical equipment, systems and services.
  • Skill in negotiation techniques to conduct contract negotiations and to meet and deal with high level business, industry, scientific and/or government officials to negotiate prices, terms and conditions, contract modifications and settlements.
  • Knowledge of business practices sufficient to identify sources, recent developments and trends, economic factors affecting procurements and anticipated requirements of Federal agencies; to analyze cost and pricing data and contract proposals; and to evaluate the offers for responsibility.
  • Knowledge of federal and/or General Services Acquisition Manual (GSAM) and the Federal Acquisition Regulations (FAR), FAS contracting laws, policies, regulations, and procedures to acquire and administer contracts for a wide range of extensive, unique, and/or highly specialized services, supplies and equipment.
    Demonstration of these KSAs must be supported by your resume. Applicants should also make note of each KSA, as you will be asked to address them later in the application process.
