The United States Space Force (USSF) at WPAFB, OH is searching for a Senior Acquisition Strategist, NSIC (GG-1101-14).
Description:
Shape the future of the United States Space Force Scientific and Technical Intelligence as the Senior Acquisition Strategist at the National Space Intelligence Center (NSIC)! We are seeking a dynamic and experienced acquisition leader to drive our contract planning, development, and execution to ensure NSIC has the resources to deliver critical intelligence insights. You will serve as the organization's acquisition strategy senior advisor.
As the Acquisition Strategist, you'll lead Center procurement planning efforts to define service requirements, advise Directorate and Center leadership, and manage Center processes to ensure effective contract and program management plans. You'll work closely with Contracting Officers, lead multi-functional teams, and ensure programs maintain effective contractual, technical, and financial controls. You will also ensure programs are appropriately aligned. Key Skills and Abilities:
- Extensive knowledge of laws, principles, policies, and practices of systems acquisition and program management.
- Knowledge of a wide range of concepts and principles related to scientific and technical intelligence analysis, and in-depth knowledge of its practice, including single-INT, integrated, all-source analysis combined with tradecraft and Intelligence Community Standards.
- Extensive knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities.
- Extensive knowledge of the missions, roles, functions, organizational structure, policy, programs, goals, and operation of the Center and the relationship to DoD, Department of the Air Force, United States Space Force, and other entities that govern, interface with, and/or influence the systems acquisition process.
- Skill in working out solutions to problems or questions related to the work, writing clear and concise products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes; and quickly assimilating disparate data, rendering knowledgeable and accurate assessments of the implication of such data, and making decisions, estimates, and recommendations under conditions of urgency and pressure.
- Skill in managing complex projects with multiple interdependencies, in compliance with defined procedures, regulations, precedents, and guidelines; and skill in designing and conducting comprehensive studies, and preparing solutions to resolve substantive problems and issues impacting effectiveness and efficiency of work operations in a major intelligence organization.
- Excellent communication skills, understanding of DoD, Department of the Air Force, and United States Space Force Acquisition policies and processes; and ability to mentor and advise junior team members; to communicate effectively, both orally and in writing; to understand and negotiate complex issues, including sensitive topics between senior leaders.
- Ability to establish and maintain good relationships with junior team members within the office, individuals and groups throughout the organization, as well as Center leadership; and also includes external individuals and groups.
- Ability to lead, integrate, analyze and manage a variety of acquisition functions in support of research, development, production and support of a system, subsystem or equipment.
- Ability to utilize complex sets of data from different sources to create status dashboards, decision aids, and complex analysis on the state of contract and the organizations acquisition strategy to guide Center processes and acquisition strategy execution.
- Skill in creating automations to consolidate and validate organizational requirements, efficiencies in processes, and notifications to aid planning of contract and acquisition events.
- Ability to create process improvement of the organization's acquisition strategy.

Conditions of Employment
- Must be a U.S. Citizen.
- Must be able to obtain and maintain a Top-Secret / SCI security clearance.
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
- PCS/Incentive funding is not available.
- Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework".
- May be required to travel by military or commercial aircraft in the performance of TDY assignment.
- Experience in Acquisition Program Management, Engineering, Logistics, Contracting, and/or Finance is highly desirable.

- Bachelor's degree in business or business-related area is highly desirable.
- Employee is expected to maintain Continuing Education certification requirements.
