Summary

The Senior Advisor, Construction & Maintenance Operations Center (SA-CMOC) is the senior authoritative expert responsible for operationalizing data science to maximize the readiness and availability of the Navy's submarine fleet through new construction and sustainment efforts, utilizing qualitative and quantitative data to identify and eliminate barriers in submarine construction and maintenance.

Duties

Major duties and responsibilities include, but are not limited to:

  • Leads the "Perform to Plan" (P2P) and Submarine Shipyard (SUB SYD) initiatives, utilizing advanced qualitative and quantitative
    analysis to identify and eliminate barriers in the submarine construction, maintenance and deployment pipeline.
  • Responsible for analyzing vast amounts of data across the PESTONI pillars (Personnel, Equipment, Supply, Training, Ordnance, Network, and Infrastructure) and will provide the strategic insights necessary to ensure the undersea force maintains a competitive advantage over global adversaries.
  • Design and execute pioneering operations research studies that address complex, multifaceted variables where no previous analytical
    precedent exists.
  • Responsible for developing and sustaining sophisticated analytical products, modeling historical depot maintenance trends, and providing future projections of fleet readiness to senior leadership.
  • Represent Direct Reporting Portfolio Manager Submarines (DRPM SUBS) in high-stakes negotiation forums with Flag Officers and Senior Executive Service (SES) members, often making independent decisions that impact the entire Undersea Warfare Enterprise.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications:

TQ 1: Expert knowledge is required in key maintenance and operations and support information systems such as War Data Platform/Jupiter. Proficiency in data base extraction and usage through the use of various information technology software programs, such as Databricks, Qlik and Foundry to compile organize and synthesize data into information.

TQ 2: Mastery knowledge is required in the concepts, principles, and methods of analytical analysis to conduct root cause analysis of submarine readiness gaps, seams and issues across each PESTONI pillar to include their interactions and relationship to acquisition, platform and crew
certifications, and cost drivers associated with legacy submarine readiness systems.

Time in grade is not required for Senior Level (SL) position.
