Summary

This position is in the Office of Healthcare Inspections, Office of Inspector General, Department of Veterans Affairs.

  • Evaluating the access to and quality of medical care provided to veterans and reporting the results of these evaluations to the Secretary and Congress.
  • Providing objective assessments of the effectiveness of VA's medical quality assurance programs and activities.

As a Senior Advisor - Healthcare Inspections, you will:

  • Serve as a senior advisor on healthcare delivery issues to the Inspector General; AIG and Principal DAIG for Healthcare Inspections; audit, investigative, and other OIG staff by providing expert and timely advice and recommendations on complex issues requiring extensive healthcare delivery knowledge.
  • Developing policy proposals and recommending changes to current policies; updating procedures and clinical investigative techniques for health care inspection activities.
  • Conducting and coordinating complex, highly technical inspections of sensitive and controversial issues, the results of which can impact the entire VA medical system, a Veterans Integrated System Network (VISN), an individual facility, or VA staff.
  • Providing timely, accurate advice and technical support and consultation to the OIG Offices of Audit and Investigations on matters requiring expert medical knowledge.
  • Monitoring VHA's progress in implementing inspection recommendations and evaluating the appropriateness and effectiveness of implemented changes by requesting or conducting a program of follow-up as appropriate in conjunction with other OIG entities.

To meet minimum qualifications, applicants must possess the following Technical Competencies (TCs). Education

Individual Occupational Requirement for Health Systems Administration Series 0671:

Undergraduate and Graduate Education: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration,

OR

Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

  • Missions, organizations, programs, and requirements of health care delivery systems;
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

OR
Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
  • Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements.
  • Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
  • Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

Conditions of Employment (CONTINUED):
