Summary

DCSA is seeking a Director, Business Transformation Office to modernize DCSA operations for improved efficiency, effectiveness, and timeliness. DCSA protects America's trusted workforce, trusted workspaces, and classified information. It is the largest investigative service provider in the federal government supporting over 100 federal entities and oversees 12,500 cleared facilities under the National Industrial Security Program.

Duties

As the senior advisor for business transformation, the incumbent advises the Director, DCSA, on potential areas for improvement, identifies patterns, and documents interrelationships. Incumbent applies process improvement methodologies to improve efficiency, reduce costs, and enhance overall agency performance.

The incumbent performs a variety of duties including the following:

Business process redesign and transformation
Analyze complex business systems to identify patterns, interrelationships, and potential areas for improvement. Analyze current business processes and systems to identify inefficiencies.

Oversee the agency change management capability. Facilitate workshops and training sessions to promote adoption of change and instill a culture of continuous improvement.

Strategic Leadership
Develop and execute transformation strategies that align with agency goals and enhance operational effectiveness.

Lead and manage BTO workforce and operations to facilitate the Agency's mission.

Collaboration and Communication
Collaborate with cross-functional teams to define operational challenges, propose data-driven solutions, implement change initiatives, and ensure stakeholder engagement and buy-in.

Technical Guidance and Mentorship
Prepare and present reports to senior management on transformation progress and outcomes. Present findings and recommendations to stakeholders, translating technical concepts into actionable insights.

Quality and Performance
Monitor progress and performance metrics to assess the impact of transformation efforts.

Oversees the agency's High Impact Service Provider (HISP) program. Conducts comprehensive assessments of agency high-impact services, measures their customer experience maturity, and identifies actions to improve service delivery.

Documentation and compliance
Comply with Financial Improvement and Audit Readiness (FIAR) and internal controls requirements to maximize the potential for successful financial statement audits and improve the agency's financial management operations.

Innovation and Improvement
Apply process improvement methodologies to improve efficiency, reduce costs, and enhance overall agency performance.

Monitor progress and performance metrics to assess the impact of transformation efforts.

Qualifications

TECHNICAL QUALIFICATIONS (TQ): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements to 2 pages per technical qualification.

Technical Qualifications:

1. Demonstrated experience in systems analysis, strategic planning, or related roles with a track record of leading successful transformation initiatives in large, complex organizations with multiple missions and functional support requirements. Functional familiarity with systems modeling tools and methodologies.

2. Strong analytical, critical thinking, and problem-solving skills, preferably with experience in a variety of areas, which may include operational research, data analysis, business process reengineering, user experience, and change management.

3. Excellent communication and facilitation skills with the ability to synthesize complex information and present recommendations to an executive audience

4. Familiarity with the mission and operational activities, equipment, and programs involved in the operations of DCSA (including, but not limited to, background investigations, personnel vetting, security clearance adjudications, privacy and civil liberties protections, security training and education, industrial security of the cleared defense industrial base, counterintelligence, insider threat programs, IT security accreditation).

An external candidate, if selected, will be required to immediately apply for Joint Duty credit. Note: Employees without Joint Duty Credit may apply for the position and can be considered. If selected, a waiver would be required prior to final appointment. DCSA seniors without Joint Duty at the same tier level may lateral into the position if selected without requesting a waiver.
