OFMS is responsible for the provision and operation of all financial management systems at the United States Patent & Trademark Office (USPTO). These systems automate core accounting, acquisition, travel, fee collection, planning, budget, reporting and analytical business processes. Duties
This role is the ideal next career step for you if:
- You can serve as the principal advisor to OCFO executive leadership about how information technology (IT) can best fulfill financial management business needs and as a USPTO IT Product Line Lead for the Enterprise Business Product Line (EBPL) which oversees several of USPTO's mission-enabling business systems (e.g., financial, human capital, administrative, general counsel, etc.).
- You can oversee the resourcing of all products in the EBPL and collaborate with the Lead Product Owners (LPO) in various mission-enabling business units to formulate and justify budget requests and ensure that adjustments during the year of execution drive the highest business value in accordance with the USPTO's new ways of working.
- Utilize strategic thinking to make and enable high impact decisions that drive enterprise success, specifically those related to enterprise IT.
- You can advise the USPTO's mission-enabling executive leaders on the merits of certain technical investments, such as cloud migration, that reduce business risk related to factors like cyber-attacks, fraud, and system availability.
- You can establish and communicate the vision for mutually beneficial enterprise business process flow improvements through automation.

The Professional Technical Qualifications (PTQs) for this position are:
1. Extensive experience overseeing automated business management and/or financial management systems. This includes various technologies and platforms of commercial-off-the-shelf (COTS) and custom software, in order to plan, direct and assess risks of major information technology investments and performance on an ongoing basis. Experience includes an understanding of the interrelationships between business, financial, and program data and information systems consistent with the Chief Financial Officer (CFO) Act, Government Performance and Results Act (GPRA), Federal Manager's Financial Integrity Act (FMFIA), and other legislative requirements.
2. Demonstrated experience in successfully assessing and managing IT system risks and vulnerabilities, maintaining the appropriate system security posture while balancing the needs of the business/mission, and identifying and advising corrective actions needed to secure the integrity of IT systems and data.
3. Ability to establish and maintain effective working relationships with executives, IT delivery partners, vendors, business partners, peers, LPO's, senior agency personnel, OIG, Treasury, and OMB. This includes engaging, educating, and influencing others who do not report to you in order to evaluate priorities, manage Agile team capacity, and address automation challenges.
4. Ability to think critically and analyze automation, contracting, software, and business process improvement options and trade-offs in order to recommend automated solutions that efficiently deliver business value based on mission need and in compliance with relevant laws and regulations.
