The Senior Advisor to the Chief Taxpayer Services serves as a principle advisor to the Chief and Deputy Chief, Taxpayer Services on a wide range of high-level and sensitive issues and is responsible for providing policy-level technical analysis and advice on tax administration (processing, research, compliance, and customer service) issues.

As the Senior Advisor to the Chief Taxpayer Services your duties and responsibilities include:

  • Provides in-depth technical analysis and top-level advice related to short and long range program policies, strategies and objectives for the Chief, Taxpayer Services to implement the overall IRS strategy and vision for taxpayer service and voluntary compliance programs.
  • Provides leadership in driving consensus across operating division lines on key issues related to the re-engineering of business practices and procedures necessary to enhance tax administration operations and provides executive direction to systems enhancements that are needed to implement changes in the delivery of products and services to taxpayers.
  • Prepares testimony, correspondence and analyses for presentation to Congress or any of several Congressional committees which have legislative interest in the operational or tax administration efforts handled by Taxpayer Services.
  • Stays abreast of a broad range of current developments, policy considerations, trends and the internal climate that factor into policies impacting the IRS to assist the Chief, Taxpayer Services in setting priorities and objectives.
  • Provides technical advice regarding Taxpayer Services' operations, program controls, filing season requirements, and customer service program activities.
  • Serves as a key communicator with internal and external stakeholders, including Congressional members and staff, practitioner and payroll organizations, trade associations, and educational institutions to obtain feedback concerning actions that the Service can take to facilitate the timely filing and payment of tax obligations.
  • Makes recommendations to the Chief, Taxpayer Services and other executives on matters of program policy, expectations, and procedures.
  • Provides advice and consultation to Division Commissioners, Chiefs, and Directors to ensure comprehensive and integrated taxpayer service and voluntary compliance programs are developed and deployed.
  • Works closely with the Chief Counsel and the Operating Division Counsel on technical positions and regulatory and litigation issues affecting Taxpayer Services' customer segment.
  • Analyzes and makes recommendations on issues related to Taxpayer Services' operational priorities and policies; return filing improvements; unique program evaluation and assessment ideas and techniques; and new program area or revised program priorities in anticipation of, or in response to, Congressional interest in program administration.
  • Ability to develop and leverage cross-organizational relationships and influence decision-making outside span of control.
  • Experience in structuring and making business decisions that involve business priorities, financial constraints, and technology issues.
  • Knowledge of communication models, theories, and vehicles for effectively planning communications that reach internal and external audiences.
  • Ability to effectively represent and express the view and policies of executives, both in written and oral communications and presentations.

  • Complete a OF-306, Declaration for Federal Employment, to determine your suitability for Federal employment, at the time requested by the agency.

Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • Complete verification of identity and employment eligibility as required by Federal law for all persons hired to work in the United States. The IRS participates in e-Verify (Employment Verification) and may provide information from your Form I-9 to the Social Security Administration (SSA) and/or the Department of Homeland Security (DHS) to secure a work authorization. You will receive written instructions and contact information for SSA and DHS if this information cannot be confirmed.
  • File a Confidential Financial Disclosure Report (sf278) within 30 days of appointment and annually.
  • Disclose Political Appointments.
  • Meet all qualification requirements by the closing date of this announcement.

Qualifications

You must meet the following requirements by the closing date of this announcement.

As a basic requirement, applicants must demonstrate progressively responsible experience directly related to the knowledge, skills and abilities outlined under Mandatory Technical Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent, with state or local government, the private sector, or nongovernmental organizations. You must demonstrate in your application, significant achievements, increasing levels of responsibility, and a solid record of successful professional performance.

Mandatory Technical Qualifications (TQs):

In addition to specialized experience, applicants must possess the following technical qualifications that represent the knowledge, skills, and abilities essential to perform the duties and responsibilities of the position. Please give examples and explain the complexity of the knowledge possessed and the sensitivity of the issued you handled in your resume. Your résumé must show that you possess the following TQs:

  1. In-depth knowledge of the IRS organizational structure, operations, programs, systems, and policies, including broad knowledge of Federal tax administration and detailed knowledge of customer service programs.
  2. Experience in strategic negotiations and strong consulting skills with the ability to advise and make recommendations in both positive and negative situations, and produce the best outcome.
  3. Knowledge of the legislative process and ability to analyze and predict the impact of proposed legislation and advise on its ramifications to customer service programs.
