Duties

The United States Space Force (USSF) at Wright-Patterson Air Force Base, OH is searching for a Senior Collections Requirements Manager to support NSIC (GG-132-13).

Description:
The National Space Intelligence Center (NSIC) is seeking a Senior Collection Requirements Manager to lead our efforts in addressing the nation's most critical intelligence gaps on foreign space threats. In this role, you will serve a critical role for the Center, driving the entire lifecycle of requirements from validation to execution. You will be empowered to develop robust, multi-intelligence strategies, ensuring our analysts have the information they need to protect US interests in the space domain.

As our Senior Collection Requirements Manager, your daily mission will be dynamic and impactful. You will lead a dedicated team, directing the validation, prioritization, and management of all collection requirements for the US Space Force. You will serve as the principal authority on collection strategy, collaborating directly with analysts and subject matter experts to turn intelligence gaps into targeted operations. Furthermore, you will act as a liaison to the broader Intelligence Community, DoD, and other key partners, representing NSIC in national-level forums and shaping the intelligence enterprise. Ideal Candidate:
- Experience in a major intelligence organization with a strong understanding of the intelligence cycle, information operations, and analytic processes.
- Demonstrated expertise in developing and managing intelligence collection requirements, translating intelligence gaps into actionable collection strategies, and leveraging national collection platforms.
- Experience serving working and coordinating across the Intelligence Community (IC), DoD, and other government agencies.
- Extensive knowledge of the national intelligence community, Joint Doctrine, and Department of Defense (DoD) structures, missions, and inter-relationships.
- In-depth knowledge of concepts, principles, and practices related to all-source intelligence and collection strategy development.
- Exceptional communication skills, with the ability to write clear, concise reports and deliver effective verbal presentations to senior leaders.
- Proven ability to plan, organize, and direct the functions of a small-to-medium-sized teams.

Key Skills and Abilities:
1. Knowledge of a wide range of concepts, principles, and practices related to the development of collection requirements, including the intelligence cycle, information operations, analytic expertise, and an understanding of the National collection platforms to support security-sensitive intelligence production missions.
2. Knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/functions, inter-relationships and operations; knowledge of a wide range of concepts, principles, and practices relating to all source intelligence.
3. Knowledge of Defense Intelligence Analysis Program (DIAP) policies and other applicable DAF, Office of the Director of National Intelligence (ODNI), and DoD guidelines as they apply to intelligence requirements and production.
4. Knowledge of common plans and program management practices, procedures, regulations, precedents, and guidelines.
5. Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems and issues impacting effectiveness and efficiency of work operations in a major intelligence organization.
6. Skill in working out solutions to problems or questions related to the work, writing clear and concise products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes; and skill to quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data, and making decisions, estimates, and recommendations under conditions of urgency and pressure.
7. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
8. Ability to communicate effectively, both orally and in writing.

Conditions of employment

  • Must be a U.S Citizen.
  • Must be able to obtain and maintain a Top-Secret / SCI security clearance.
  • Safeguards classified or sensitive budget-related information and/or files.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.
  • This position will close after 5 business days or 75 applications, whichever comes first.
  • Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
  • PCS / relocation funding is authorized.
  • Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.
