Summary

This position is located at the NCUA in the Office of National Examinations and Supervision (ONES). The position serves as the Senior Data Scientist with responsibilities to lead data quality review development, analytical datasets design, reporting products development, automation of analytical process, data modeling and analytics, and other quantitative office needs as specified.

Duties

As a Senior Data Scientist, you will:

  • Define, recommend, and implement metrics, reporting and assessments that provide ongoing monitoring and challenge of data quality control, complete regular checks of data integrity and reconcile data with alternative data sources; create and perform data scrubbing and cleansing specific to business requirements, modeling needs, and analytical tool specifications.
  • Identify and perform necessary ad-hoc analysis to aid data quality enhancement efforts with ONES credit unions; seek to convert certain ad-hoc analyses into permanent functionality in the data quality process using Python or R.
  • Consult and act on data analysis requests to conceptualize and define data modeling requirements and work with large and complex data systems to organize, aggregate, prepare and validate data for use in financial analysis, business applications, model development, and policy research.
  • Construct automated data pipelines for a wide variety of analytical uses by the team's users and provide users training as needed to maximize analytical efficiency across a variety of data analysis software platforms.
  • Utilize R or Python to develop regular and ad-hoc analysis, research, and surveillance reports to improve identification and understanding of major conditions, trends, and risks for ONES credit unions and the credit union industry.
  • Develop programmatic solutions to automate complex analytical tasks, including interaction with a wide variety of financial analysis software packages.
  • Perform financial and statistical modeling, financial institution stress testing or income forecasting, and economic forecasting.
  • Develop and instruct educational programs and classes on data-related topics for staff and other NCUA internal groups, and other external non-NCUA groups.

Qualifications

Specialized experience is the experience that has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

To qualify at the CU-15 level, you must have one full year of specialized experience equivalent to the CU/GS-14 level in federal service (obtained in either the public or private sectors).

Specialized experience for this position is defined as experience:

1. Developing, validating, and maintaining datasets of financial products, such as mortgage and consumer loans, securitized products, corporate bonds, and depository instruments, etc., using data modeling techniques and programming for financial analysis and model development; and
2. Developing financial analytics, modeling, and reporting using R and Python; and
3. Automating complex processes (such as multiple data sources, multiple output reports, etc.) to create analytical financial data systems.

Education

In addition to meeting specialized experience requirements, applicants much also meet the following basic requirements:
  1. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

  2. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

SALARY: Pay will be set within the advertised pay range to align with the selectee's skills and experience and the requirements of the position in accordance with NCUA's compensation policy.

The salary range shown is NCUA's National Pay Rate (NPR) which includes a locality rate of 16.32% for the Rest of the U.S. (RUS) geographical area. Actual salary will be determined upon the location of the selectee and the applicable locality pay, per the NCUA's CU pay table, will be applied. The locality rates, by location, can be found on the NCUA Careers webpage under the Salary Information section.
