Summary

This position is located in the Region I Office, Division of Radiological Safety & Security (DRSS), Security, Emergency Preparedness and Incident Response Branch (SEPIR), in King of Prussia, PA.

The supervisor is Brice Bickett. 

This position is subject to Confidential Financial Disclosure and security ownership restriction reporting requirements.

This is a temporary promotion opportunity not-to-exceed one year that may be extended or terminated at any time based on the needs of the agency.

Duties

The selectee will serve as a region-based senior inspector to lead, plan, conduct, report, and integrate findings associated with routine and the most complex or exceptionally difficult emergency preparedness inspections (including those arising from allegations) of light-water reactors, in accordance with the NRC Manual, Chapter 2515. Duties include, but are not limited to:

  • Leading and performing routine and complex or exceptionally difficult emergency preparedness inspections, including inspections resulting from allegations of reactor facilities, assuring compliance with NRC rules and regulations.
  • Preparing individual reports and coordinating team reports of inspection findings and integrating findings into overall licensee assessment.
  • Responding to events and emergent conditions or situations, and assertions of improper performance as necessary to effect review, monitoring and inspection of licensee performance.
  • Participating in emergency preparedness drills and exercises as an NRC participant in order to maintain the emergency preparedness effectiveness of the agency.

This position requires full qualification as an NRC inspector under Inspection Manual Chapter 1245.  Candidates with experience inspecting and assessing emergency preparedness programs and knowledge of NRC emergency preparedness rules and regulations, in accordance with IMC 1245 Appendix C-6, are preferred.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

In addition to the Basic Professional Knowledge/Education Requirements described above, qualified candidates must have a thorough current understanding of the principles, theories, and practices in one or more relevant fields of physical science or engineering gained through several years of specialized professional experience.

SPECIALIZED EXPERIENCE is defined as:  Experience that demonstrates a thorough knowledge of NRC rules and regulations, compliance inspection techniques and standards.  In addition, a thorough knowledge of the principles, theory and practices in the field of radiation protection with specific knowledge of the safety aspects of reactor facilities, in order to evaluate the licensee’s emergency preparedness plans.


The ideal candidate will be able to demonstrate the following:

1. Knowledge of legislation, regulations, policies, and guidance related to radiological emergency planning and preparedness. 

2. Demonstrated ability to independently plan, carry out, and/or manage complex, highly technical projects.  This includes the ability to meet organizational goals through leading teams and/or managing projects.  Inherent to this is the ability to make decisions that produce high quality results by applying technical knowledge, analyzing problems, and calculating risks.

3. Demonstrated ability to communicate, both orally and in writing, and to coordinate with other NRC offices, other government agencies, the public, the press and industry groups on varied complex and sometimes controversial technical problems. 

4. Demonstrated ability to provide leadership for others, including providing guidance/direction to others to ensure appropriate focus/scope of activities.

Education

BASIC PROFESSIONAL KNOWLEDGE/EDUCATION REQUIREMENTS: To be rated basically qualified at any grade level for this position, candidates must meet the positive education requirements of either A or B below: 

A. A baccalaureate or higher degree in a relevant professional physical science discipline (e.g., general or health physics, radiation physics, engineering physics, chemistry, etc,) or relevant engineering discipline (e.g., nuclear, electrical, mechanical, metallurgical, structural, chemical, etc.) from a school of engineering accredited by the Accreditation Board for Engineering and Technology (ABET); OR

B. A combination of formal education and work experience equivalent to one of the majors shown in Paragraph A above that included at least 24 semester hours of college study in the physical science and/or engineering science disciplines listed above, plus appropriate experience or additional education.

The duty location of this position is King of Prussia, PA. This position may be eligible for situational telework in accordance with Agency policy.
