Duties
A DEIO Senior Specialist must possess the requisite skill sets, aptitudes or experience to fully carry out their routine duties, which include:
Managing multiple projects through strategic prioritization to meet competing and mandated deadlines.
Working collaboratively as part of a team to promote the SBCR mission and fulfill the assigned roles and responsibilities of the DEIO program.
Astutely applying working knowledge of federal Equal Employment Opportunity regulations, laws, mandates and requirements in completing assignments that may include producing written documents for a variety of stakeholders, briefing agency senior leaders, providing EEO-related training and or facilitating various interactive engagements/activities for internal and external stakeholders.
Performing outreach to other federal and private agencies, organizations, and institutions for information gathering, program benchmarking and development.
Producing high-quality quality communications (written and verbal) tailored to a specific audience, which address diverse opinions and input, present data, identify challenges and associated solutions.
Coordinating the planning, development, implementation, and management of agency-wide programs and activities, including development and implementation of associated policies and procedures.
Working with agency special emphasis committees and resource groups and helping to coordinate/oversee their individual and collective efforts.
Performing information/data collections from a variety of sources to conduct assessments that leverage data analytics to develop insights and drive decision making that informs SBCR/agency-wide products, initiatives, and activities.
Using various data analytics tools such as Excel, Power Bi, SharePoint, Power Point, and NRC standard programs (Microsoft 365), or other web-based survey platforms, and ability to use and learn other programs and systems as needed.
Fostering collaboration and communication among all SBCR program areas as well as with partner offices.

Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience includes all of the following:
- Creates curriculum and conducts training on Equal Employment Opportunity (EEO) requirements and compliance, which may include EEO principles, workforce discrimination prevention, diversity management, inclusion and equity for a variety of audiences.
- Ensures the timely and comprehensive development and processing of federally mandated reports in accordance with EEOC and other federal guidelines.
- Engages with external stakeholders including other federal agencies and institutions of higher learning for promotion of EEO principles, activities, and benchmarking.
- Produces reports on organizational profiles or ad hoc reports as necessary to fulfill internal requests in relation to Diversity, Equity, Inclusion, and Outreach dashboards or other data collection efforts.
- Develops and disseminates policies, procedures, interpretations and guidelines to implement and comply with governing laws and regulations.
- Performs data analysis associated with data collection efforts pertaining to agency and federal DEIO activities and initiatives.
- Advises management officials on program requirements to include providing quality products, services, and direction on issues related to the administration and management of an EEO program including and the impact of organization policies, plans, practices, and decisions on the workforce.
- Administers oversight and compliance activities of agencywide programs to ensure adherence to federal requirements and agency requirements/guidelines through routine performance of mandated compliance and monitoring activities are met.
- Administers grant and federal financial assistance instruments pursuant to public laws and executive orders and provides coordination, assistances and direction to others in conducting review of applicant organizations.
