Summary

The Senior Field Program Administrator supervises regional program managers, overseeing national compliance, quality assurance, risk management, and performance improvement in ICE detention facilities. Duties

DUTIES AND RESPONSIBILITIES:

  1. Provides supervision to the FMCU RPMs in the establishment and implementation of IHSC's national compliance program (Quality Review Program) in non-IHSC facilities.
  2. Collaboratively develops national Quality Review Program (QRP) policy documents, oversees, and supports national strategic planning for non-IHSC facility QRP reviews as well as all applicable duties and responsibilities outlined in the QRP directive and guide.
  3. Serves as key advisor and compliance subject matter expert (SME) responsible for closely collaborating and advising the FMCU unit chief (UC) and regional section chiefs (RSC) on national compliance monitoring, risk management, CQI, QA, performance improvement and tasks related to ongoing adherence to ICE medical detention standards, and, but not limited to, infectious disease public health actions.
  4. Serves as SME in assisting RPMs investigate and respond to high profile inquires for Congress, state senators, national civil rights groups, U.S. Department of Justice, and other national and international government agencies to investigate appropriateness of health care delivery in non-IHSC facilities.
  5. Provides supervision to the oversight and coordination of non-IHSC facility site visits as part of the ongoing QRP for compliance.
  6. Provides guidance, consultation, monitoring, and operational recommendations related to ICE medical detention standards to FMCU and respective stakeholders with IHSC headquarters (HQ) concurrence.
  7. Provides guidance, consultation, monitoring, and operational recommendations related to non-IHSC facility medical contract requirements to FMCU and respective stakeholders with IHSC HQ concurrence.
  8. Submit on-going reports to the HCC DAD and FMCU unit chief (UC) regarding significant accomplishments, issues, problems, and workload activity.
  9. Reviews final draft summary of Immediate Jeopardy (IJ) findings received from respective RPM, sends final summary through UC and RSC, in accordance with IJ guidance, for approval.
  10. Trends incidents, sentinel events and potential litigation situations, initiating corrective actions accordingly.
  11. Reviews non-IHSC facility site visit reports received from respective RPM, sends final site visit report through RSC and UC, in accordance with QRP directive, for approval.
  12. Works collaboratively with other IHSC units to oversee and ensure non-IHSC facilities are informed of and abide by national infectious disease public health actions.
  13. Works collaboratively with other IHSC units in developing and managing ongoing collection and analysis of data used to identify opportunities for improvement and ongoing development and refinement of the program.
  14. Collects aggregate compliance data as required, monitors trends in outcomes of health care in non-IHSC facilities, and reports results and/or recommendations to HCC DAD, UC, and respective stakeholders, as applicable.
  15. Coordinates monthly meetings for the RPMs.
  16. Assesses compliance trends and inquiries to identify key issues through additional factfinding, if necessary, and determines appropriate level of response.
  17. Provides input to the FMCU UC on policies and procedures that will impact the operations of the unit and the measurement of workload.
  18. Develops and conducts effective compliance training and education, when indicated per FMCU UC discretion.
  19. Performs program diagnostics to include research, data analysis, and resolving complex issues.
  20. Serves as compliance SME for FMCU on process design teams and special projects.
  21. Works effectively with senior management and others in implementing and evaluating policies, plans and internal operational systems.
  22. Validates data received from RPMs and reports relevant data and recommendations to FMCU senior leadership to enhance the efficiency and effectiveness of non-IHSC facility compliance and health care delivery.
  23. Directs and oversees use of national compliance tools, including surveys, databases, reports, database applications, and tracking & monitoring systems.
  24. Attends and actively participates in high level leadership meetings, as needed.
  25. Submits monthly, quarterly and/or annual reports as required by HCC DAD and/or UC.
  26. Maintains accountability and monitoring of resources essential to program activities and the mission and goals of the agency.
  27. Creates and maintains an evolving calendar of events in order to coordinate activities with other units, division staff and administration throughout IHSC.
  28. Participates in monthly unit meetings and other agency meetings, as required.
  29. Participates in hiring and orientation process for new employees assigned to program.
  30. Follows supervisory chain of command.
  31. Other duties as assigned.

  • Applicants must be a current USPHS Commissioned Corps Officer who works at IHSC. USPHS Call to Active Duty (CAD) candidates are not eligible for this position. Civilians are not eligible for this position.
  • PHS officers must participate in IHSC TDY On-Call Schedule (ITOS.) ITOS is either an entire month or two 16-day periods a year where, depending on the needs of the agency, the officer is required to be available to serve.

Qualifications

PHYSICAL DEMANDS:

  1. Sitting and/or standing for extended periods of time (6-8 hours).
  2. Potential to perform repetitious motions frequently.
  3. Average manual dexterity for computer operation.
  4. Phone and computer use for extended periods of time.

Education

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  1. Minimum of a master's degree in healthcare administration or related field of study preferred. Must have three years leadership experience, two years management of programs and services experience, and one year management of personnel experience as a uniformed service officer.
  2. If the incumbent holds a clinical license, it is the responsibility of the incumbent to fulfill the obligation (s) of their licensing or certifying body to maintain status. The agency may require the incumbent to perform clinical activities within the scope of clinical licensure in times of critical needs within the agency. If in a clinical discipline and as directed and approved by his/her supervisors, the incumbent may perform clinical duties by their profession in Federal health care facilities. Such direction is documented via a memorandum of assignment and OPF, as necessary.
  3. At minimum, must have current Level I Contracting Officer Representative (COR) certification.
  4. Prefers healthcare quality management certification.
  5. Extensive working knowledge of ICE Detention Standards and national accreditation requirements (i.e., National Detention Standards (NDS), Family Residential Standards (FRS), Performance-Based National Detention Standards (PBNDS); National Commission on Correctional Health Care (NCCHC).
  6. Ability to manage multiple, complex projects simultaneously.
  7. Ability to interact well and collaborate with all levels of personnel and management in IHSC, ERO, ICE and DHS offices.
  8. Experience in national program and policy development and implementation.
  9. Knowledge of, and proficiency in, common Microsoft Office Programs, specifically Microsoft Word, Excel, Outlook, Teams, and SharePoint.
  10. Must be flexible and able to adapt to frequent changes in the daily operations of the agency.
  11. Must maintain high degree of independence, initiative, and follow-through on a wide range of sensitive, complex, and program issues.
  12. Ability to plan and organize own workload.
  13. Strong interpersonal skills and ability to work effectively at all levels in a collaborative team environment.
  14. Ability to travel to assist with FMCU programmatic needs per HCC DAD and/or FMCU UC discretion up to 25%.

Additional information

This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Deputy Assistant Director (DAD) of Health Care Compliance (HCC), Field Medical Coordinator Unit (FMCU). The incumbent will report directly to the FMCU unit chief.

The Senior Field Program Administrator will supervise and lead the FMCU regional program managers (RPM), in national compliance monitoring, risk management, continuous quality improvement (CQI), quality assurance (QA), performance improvement and tasks related to ongoing adherence to ICE medical detention standards, and, but not limited to, infectious disease public health actions.

IHSC has a multi-sector, multidisciplinary workforce of more than 1,600 employees, including U.S. Public Health Service (USPHS) commissioned officers, federal civil servants, and contract staff. IHSC provides on-site direct patient care to ICE detained non-citizens at 18 detention facilities throughout the country and manages the provision of off-site medical care for detained non-citizens housed in approximately 128 additional non-IHSC contract facilities. The ICE detained non-citizen population is approximately 28,000 on a daily basis, with an average length of stay of approximately 30 days, and over 277,000 detained noncitizens annually. IHSC also provides medical support during ICE enforcement operations in the air, on the ground and at sea.

MEMORANDUM OF AGREEMENT: U.S. Public Service Commissioned Corps officers are detailed to Department of Homeland Security as described in a Memorandum of Agreement.

SUPERVISORY CONTROLS: Incumbent reports to the FMCU unit chief. Assignments are usually of a long-term, recurring or broadly defined nature. Officer plans, and organizes own work, determines sequence of assignments, selects, and develops methods and seeks assistance from experts only rarely. Work is reviewed for attainment of objectives. Guidelines may be applicable to some but not all parts of assignment and may contain some inconsistencies and be partially unconfirmed. Selection and adaptation from available possibilities involving a moderate amount of modification and innovation is required. The officer uses judgment in interpreting and adapting guidelines such as policies, regulations, accreditation standards, precedents, and work direction for application to specific situations and work products. The officer analyzes requirements and recommends changes in guidelines and program policies. Innovations and modifications to accepted procedures must be approved and clearly documented. The officer keeps the supervisor informed of the status on projects and consults with him/her on any significant problems encountered.
