Summary

This position is located in the Division of Depositor and Consumer Protection, Policy and Community Analytics Section, Headquarters Office in Washington, DC of the Federal Deposit Insurance Corporation and engages in work requiring a high level of proficiency in the development and maintenance of tailored datasets from multiple sources, the complex mathematical, econometric and statistical calculations, and the efficient execution of subsequent sophisticated empirical analyses.

Duties

  • Serving as a data expert to meet the data needs for the Policy and Community Analytics Section to make data-driven decisions.
  • Developing strategies and plans to meet the section’s data needs. Designing, developing, enriching and maintaining complex databases related to banking and depositor and consumer protection, including but not limited to the following data: Home Mortgage Disclosure Act (HMDA), Community Reinvestment Act (CRA), Survey of Consumer Finances, American Community Survey, Call Reports, Summary of Deposits, and the FDIC National Survey of Unbanked and Underbanked Households.
  • Identifying additional public and private-sector sources of data that will enhance analyses and studies. Understanding the uses and limitations of each dataset for addressing analytic objectives.  Understanding whether and how different datasets can be combined to better address FDIC needs.
  • Serving as an internal technical resource by developing and maintaining expertise in efficient programming practices in languages and statistical packages including but not limited to: SAS, Stata, R, Matlab, Python, Julia, SQL and Perl, and Geographical Information Systems (GIS) techniques, data and software.
  • Conducting data analysis, building economic models and present analytic results to inform and set priorities for the FDIC’s consumer policy and economic inclusion programs.
  • Planning, designing and executing complex data analysis economic studies, to proactively inform and set priorities for the FDIC’s consumer policy and economic inclusion works, and to respond to inquiries from senior FDIC executives, Congress, and the public on concerns relating to the FDIC’s consumer policy and economic inclusion work.
  • Applying economic theory to conduct analyses and evaluation of operations to provide empirically based advice and counsel used in planning and changing programs of the FDIC with potentially industry-wide implications.
  • Serving as an internal technical resource by developing and maintaining expertise in evolving best quantitative methods and communications of findings in economic, policy, survey and spatial analysis.
  • Communicating study results in writing and orally to both technical and non-technical audiences. Assisting in the preparation, planning, coordination, and execution of publications and special events.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Basic Requirements:

1. Degree: Economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

- OR -

2. Combination of Education and Experience: Courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

In addition to meeting the Basic Requirements above, applicants may qualify based on specialized experience: 
CG-14: Applicants must have completed at least one year of specialized experience equivalent to at least the grade 13 level or above in the Federal service. Specialized experience is defined as experience using data programming languages and statistical packages (such as SAS, R, Python or Stata) to design, develop, and maintain large and complex databases, design statistical sampling schemes, prepare data for analysis, build statistical or AI/ML models, conduct statistical calculations and hypothesis testing, review validity of results, extract relevant findings for presentation and publication, and communicate complex analytic results in writing and orally to both technical and non-technical audiences.

Selectee(s) for this position will be required to report to their duty station office two days per week.

4. Ability to identify problems, devise solutions, and make sound assumptions in the absence of complete or imperfect information, demonstrating strong reasoning and problem-solving skills.
5. Ability to perform quantitative analysis with minimal supervision within an organization to build consensus on issues and achieve results.
6. Knowledge of current policy issues relating to depositor and consumer protection and economic inclusion issues relating to the access to the services provided by the insured financial institutions.
7. Ability to communicate orally.
8. Ability to communicate in writing.
