Summary

This position is located in the Hazardous Materials Branch. The incumbent will serve as the Senior Hazardous Materials Accident Investigator with expert knowledge of the processing, handling, disposal, storage, containment, or transportation of hazardous materials of any kind.

Duties

Ideal Candidate Statement:

The ideal candidate has extensive experience in documenting, conducting investigations on-scene and analyzing regulated hazardous materials shipments via multiple modes of transportation. The candidate will have experience, knowledge and education on emergency response operations, emergency response management, incident command structure, command level operations, hazardous materials emergency response operations and mitigation. The candidate will also possess the ability to interpret and analyze emergency response standards, hazardous materials transportation standards to include packaging for hazardous materials. The candidate would also have excellent written, verbal and analytical skills and collaboratively worked with research or investigative teams.

As a Senior Hazardous Materials Accident Investigator, GS-1801-14, you will perform the following major duties:

  • Prepares timely and technically correct factual and analytical reports that accurately reflect the pertinent findings in the survival factors areas to be used in the subsequent analysis and probable cause determination.
  • Leads and manages assigned investigative hazardous materials and emergency response groups (comprised of experts from Federal, State and local regulatory agencies, union officials, industry representatives and officials) during the on-scene phase of major accident investigations as the Investigator-In-Charge (IIC).
  • Identifies relevant areas to be examined and the witnesses to be questioned. Participates as a member of the technical panel, representing the Board by interviewing witnesses on complex technical matters relating to group activities. Participates as an active member in technical review meetings. Prepares or oversees the preparation of exhibits and other required documents.
  • Conducts extensive research and analysis of applicable regulations, technical manuals and records, inspection reports, and similar sources and means. Determines and recommends special investigative procedures and study needs that might be necessary.
  • Determines requirements for special tests, studies, and/or assistance that may be necessary in one or more aspects of a given investigation. Studies usually involve the novel and/or innovative application of research results in analyzing emergency responder and victim survivability.

Qualifications

GS-14: You MUST have one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service (experience may have been gained in the private sector). Specialized experience is experience investigating as the lead investigator in hazardous materials accidents involving complex failure modes such as packaging, hazardous materials classification, emergency response, closure and mode selection as a representative of either a local, state, Federal agency or as an employee or contractor for a hazardous materials shipper, transporter or packaging manufacturer, testing laboratory or emergency response specialist, while presenting the facts from the investigation in writing; and experience analyzing evidence gathered to reconstruct the events before, during and after the accident by applying the principles of logic statistics, and other fields.
