Summary

This position is located in the Chief Information Officer Organization (CIOO), Office of the Chief Information Security officer/Cyber Assurance Services Section of the Federal Deposit Insurance Corporation and is responsible for implementing IT and cybersecurity projects, planning and policy management.

Duties

  • Exercises discretion and independent judgment as an IT program manager; regarding the development, implementation, evaluation and maturation of the FDIC Identity, Credential and Access Management (ICAM) program.
  • Leads the integration of ICAM elements into other program areas, assesses impacts and security of solutions developed. Resolves and addresses integration issues.
  • Maintaining a secure and consolidated ICAM roadmap ensuring it aligns to corporate strategy and that all the related initiatives are defined and secure from Cyber threats.
  • Serves as a subject matter and technical expert regarding the development, direction, and ongoing update of the FDIC program, technology and information security design and delivery and compliance with ICAM and cyber security strategies, programs, and plans that lay the foundation for building the future IT environment and ensuring efforts are coordinated with FDIC's business plans.
  • Performs regular briefings to the Senior Leadership Team where the scope, progress, and timelines of the project are conveyed. Documents any concerns and provides feedback back to the team. Promotes awareness of security issues among management and ensures sound security principles are reflected in organizations’ visions and goals.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify for the CG-15: Applicants must have at least one year of specialized experience equivalent to the CG-14 level in the federal service. Specialized experience is defined as experience managing information security initiatives or programs; defining road maps, strategies, maturity and governance models policies and requirements; testing and evaluating internal controls for an organization for compliance with regulatory and statutory requirements.

You must have Information Technology (IT)-related experience which demonstrates proficiency in each of the following competencies:

  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Additional information

Selectee(s) for this position will be required to report to their duty station office two days per week.
