Summary

This position is located in the Office of Nuclear Security and Incident Response, Division of Program Management, Policy Development and Analysis Staff.

The supervisor is Michael Lee.

This position is Non Bargaining Unit.

This position is not subject to Confidential Financial Disclosure reporting requirements.

This position is not subject to security ownership restriction reporting requirements.

Duties

The successful candidate will perform the full range of Senior Management and Program Analyst duties.

Such duties include but are not limited to:

1.  Engaging with supervisors to update their staffing plan, identify vacancies, and work as a liaison between NSIR management and OCHCO to ensure the timely processing of staffing actions.

2.  Developing and maintaining information management tools that aid in the management and tracking of budget execution and human capital operations.

3.  Developing and maintaining reporting tools and data visualizations tools to support leadership decision making.

4.  Engaging in regular communications with the assigned OCHCO HR specialist to ensure alignment on the status of actions, track issues of concern, and facilitate the timely completion of staffing actions.

5.  Coordinating performance management activities within NSIR. This includes but is not limited to activities to support the Quarterly Performance Reporting exercise, Congressional Budget Justification Performance Metrics, Accomplishment, Risk Reporting, and internal goal tracking.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

The ideal candidate will be able to demonstrate the following:

1. Demonstrated practical knowledge of NRC Human Capital and/or Budget Operations.

2. Demonstrated foundational understanding of IT Tools, Data Organization, and Data Visualization.

3.  Demonstrated project Management & People Skills.

SPECIALIZED EXPERIENCE is defined as: direct work involvement in supporting federal agency budget and/or human capital functions to the extent that the candidate has demonstrated the ability to successfully navigate unique laws and regulations to deliver operational success in these areas. Examples include managing the agency’s award budget, performing fee validation for an organization, developing staffing plans, developing reports that address Congressional Requirements, and creating data analytics tools connected to authoritative sources to automate responses to regular data calls from internal and/or external stakeholders.

The duty location of this position is in Rockville, MD. In general, employees are expected to be in the office at a minimum of 4 days per pay period. Telework schedules, including full-time telework, are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
