The United States Space Force (USSF) Space Operations Command (SpOC) at The Pentagon is searching for a Senior Program Manager, S1 Publication (NH-0301-03, GS 12/13 equivalent).
Description:
Headquarters Space Operations Command, Human Capital Office is seeking a new Senior Program Manager, S1 Publication. The incumbent will provide policy technical expertise to the Space Force S1 team, which includes Reserve and Air National Guard, and Department of Defense Directives and Issuances, Air Force Instructions and Air Force Personnel Directives and Standards. The incumbent will lead the preparation, drafting, quality control and execution of Space Force policy documents and instructions, as well as specified mission directives that translate DoD policy into a policy governance architecture for the Space Force.
The ideal candidate will provide policy technical expertise to the Space Force S1 team, which includes Reserve and Air National Guard, and Department of Defense Directives and Issuances, Air Force Instructions and Air Force Personnel Directives and Standards. The ideal candidate will have experience with preparation, drafting, quality control and execution of Space Force policy documents and instructions.
Key Skills and Abilities:
1. Mastery knowledge of the concepts, principles, and methods of strategic planning as it relates to the Space Force human capital management in order to develop human resources strategy.
2. Comprehensive knowledge of USSF goals, mission, vision, and objectives.
3. Mastery of a broad scope of human resources development policies, principles, and procedures.
4. A high degree of skill in designing and conducting policy implementation plans, policy portfolio management, negotiation and arbitration, comprehensive studies, policy guidance narratives, policy issue papers, and programmatic factors to produce fully justified options that can be presented to the senior levels of the Space Force.
5. A high degree of self-initiative and ability to gather, assemble, analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for senior leadership/upper management use and decision-making.
6. Ability to communicate effectively both orally and in writing, negotiate complex issues, using tact and diplomacy and maintain good working relations with numbers DoD agencies and Services.
7. The incumbent requires a thorough understanding of the Department of the Air Force security policies and practices.
