Duties

Serving as a Senior Training Advisor GS-1801-14/15 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Office of the Associate Director for Training Ops (TOPS), NCR Training Operations Directorate (NCR), International Training Division. The duty location is Port Moresby, Papua New Guinea.

The primary purpose of this position is to serve as the Senior Training Advisor for the Royal Papua New Guinea Constabulary (RPNGC) Police Professionalization program (PSP), responsible for managing the design, development, and implementation of complex civilian police training and organizational development assistance projects in the region.

Typical duties include:

  • Managing the design, development and implementation of complex civilian police training and organizational development assistance projects overseas, specifically related to civilian police training and organizational development.
  • Identifying international training, technical assistance, and institutional development opportunities while providing linkages for Department of Homeland Security (DHS) components to those opportunities that advance DHS and DOJ interests.
  • Creating standards, policies, procedures, protocols, manuals, training and curriculum mandates and guidelines for adoption and implementation as mandated minimum standards and practices for law enforcement agencies.
  • Identifying country-specific needs, develops/writes proposals, assessments, program implementation plans, budgets, and manages the development and presentation of appropriate trainings.
  • Preparing reports and attending meetings as required by U.S. embassy personnel in furtherance of the United States' efforts in the host country.

A. Possess experience as a sworn law enforcement officer or agent with full arrest authority in the prevention, detection, apprehension, detention and/or investigation of felony and/or misdemeanor violations of federal, state, local, tribal, or military criminal laws;

B. Have held a federal civilian position in the 1801 occupational series.

Specialized Experience:
You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, or pay band in the federal service, or equivalent experience in the private or public sector performing the following duties:
(1) Managing the design, development, and implementation of complex civilian police training and organizational development for international customers; 2) Developing training and curriculum standards, policies, and procedures for adoption and implementation by local law enforcement agencies; 3) Identifying country-specific needs to develop and monitor funding requirements for in-country programs to ensure financial integrity and operational efficiency; 4) Creating bilateral and regional approaches to identify security threats and enhance information sharing within the host nation law enforcement community and neighboring regions.

You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, or pay band in the federal service, or equivalent experience in the private or public sector performing the following duties:
(1) Analyzing and providing commentary on pending legislation concerning criminal law and procedures impacting police operations.; (2) Evaluating international police training program delivery to ensure program goals are met and resolve any obstacles; (3) Preparing reports and presentations regarding adoption of law enforcement ideals.

Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

Pay rate shall include any within grade increases the employee would have received in their permanent position.

Work Environment: The work is conducted in a standard, professional office environment which is part of the U.S. embassy compound in the country concerned. Conditions will vary depending upon the primary duty site. Many activities will be carried out in the field under challenging conditions. Position may be required to drive a government-owned or government-leased vehicle to perform duties at locations on and off-site.

Physical Demands: The work is principally sedentary. The position requires the incumbent of this position to reside in the country concerned, where health and sanitation standards may be lower than in the U.S. Must be able to pass a U.S. Department of State medical clearance exam. The primary duty site is currently identified as the country concerned.
