Duties

Serving as a Senior Training Research Analyst (International) GS-1701-13 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located within the eLearning and Evaluation Branch (EEB), eLearning and Training Analytics Division (ETA), under the Training Management Operations (TMO) Directorate in Glynco, Georgia.

The primary purpose of this position is to review and evaluate training programs for an organization to ensure the training outcomes are being fulfilled.

Typical duties include:

  • Managing, coordinating, testing and implementing training program evaluations online and designing summary reports and analysis of data.
  • Responsible for the practical application of instructional systems design processes, including but not limited to, training needs assessments, job task analyses, and assisting with curriculum development, design, and methods of evaluation at U.S. Embassies worldwide.
  • Interacting with foreign interlocutors in structured and unstructured settings requiring strong discretion.
  • Planning, designing, conducting, analyzing, and reporting on a wide variety of research and evaluation projects and activities which utilize advance research and evaluation principles, theories, techniques, and methodologies such as validity and effectiveness of the training curricula.
  • Conducting research of modern education and training theories and technological advancements, including, but not limited to online and in-person testing and evaluation.

Specialized Experience: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: 1) Reviewing and evaluating training programs for an organization to ensure the training outcomes are being fulfilled; 2) Analyzing existing training program delivery, content, and training aids to measure effectiveness and recommend program changes and; 3) Developing and recommending methods and materials to train divisions/instructors.

Substitution of education in lieu of specialized experience may not be used for this grade level.

Background Investigation: To ensure the accomplishment of our mission, the FLETC requires every employee to be reliable and trustworthy. Work Environment: Duties are usually performed in an office setting; however, some activities may be performed outdoors. Must possess and maintain a valid state issued driver's license to conduct official government business. Position may be required to drive a government-owned or
government-leased vehicle to perform duties at locations on and off-site. Travel internationally and domestically is required. Ability to
obtain and maintain a U.S. Passport is required. Travel to remote and/or hardship locations may be required. Travel may be via lengthy
and/or uncomfortable routes with less than ideal accommodations.

Physical Demands: The work is primarily sedentary and involves sitting for long periods; however, the position may be required to conduct research and evaluation activities, which involve observing and participating in outdoor training situations that involves a moderate level of physical
activity as well as exposure to various weather conditions.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

The first assessment will consist of skilled-based questions designed to evaluate the degree to which you possess the skills needed to perform the duties of the positions being filled. These questions are scored, and you must score at least 85 out of 100 points in order to be evaluated in the second assessment.

The second assessment will be a subject-matter-expert question and answer session. Applicants who score a minimum of 85 on the assessment questionnaire will be evaluated to further assess an applicant's technical proficiency as it relates to the position.
