Duties

The position of Senior Vice President, Office of Management Operations (SVP OMO) is located in the Government National Mortgage Association (Ginnie Mae), reporting to the Executive Vice President & Chief Operating Officer (EVP/COO). The incumbent is responsible for setting strategies and establishing policies for and directing the activities of the Procurement Management Division and the Administrative Management Division.

The incumbent will be privy to the political, personal, and management philosophies of the Office of the President. A confidential relationship is imperative since the incumbent will speak for the Office of the President and, as such, will be expected to reflect his/her supervisor's philosophies in conversations with leading government officials.

Major Duties:

Procurement Management Division
The SVP OMO is responsible for setting the vision for establishing, and implementing Ginnie Mae's enterprise-wide, Three-, Five- and Ten-Year Procurement Strategic Plan. In FY2024, Ginnie Mae obligated more than $1.1 billion across nearly 67 active procurements including both the master subservicer (MSS) and non-MSS contracts. PMD works and coordinates with OCFO in requesting, securing, and managing over $300 million a year for the non-MSS contracts. Ginnie Mae's procurement strategies must be responsive to an ever-changing mortgage eco-system and emerging challenges and opportunities.

The SVP OMO assures effective procurement management and leveraging of procurement activity through increased coordination and communication of contract services. The SVP OMO works and coordinates with Ginnie Mae's Chief Financial Officer (OCFO) in requesting, securing, and managing annual obligations in the range of $1.1 billion a year. The SVP OMO oversees the provision of oversight of the direction, management, and monitoring of contract compliance reviews. Contract compliance reviews are performed annually on contractor services and billing, to assure that the appropriate personnel are working on the contract, assure that the work is performed as specified in the contract, and that the requisite services/products are provided. The incumbent will also provide oversight of the implementation of the Federal Acquisition Regulations (FAR). This includes coordination with the Office of the Chief Procurement Officer at HUD.

Administrative Management Division
The SVP OMO is responsible for setting the vision for, establishing, and implementing Ginnie Mae's multi-year recruiting and hiring strategies to increase full time headcount, targeted primarily at highly skilled financial services industry professionals. The SVP OMO is responsible for defining and implementing creative recruitment and retention strategies to offset the competitive hiring advantages of the agencies with premium pay and the private sector. This work includes defining the workforce of the future and defining strategies to ensure that Ginnie Mae continues to recruit and retain staff with the skills required in the future. Inherent in these efforts are defining strategies for staff compensation and assessing the viability of alternative pay scales.

Additionally, the SVP OMO is responsible for establishing and implementing strategies to ensure the highest levels of integrity across Ginnie Mae's performance management practices.

More broadly, the SVP OMO establishes strategies and oversees the human resource functions, facilities management, and the handling of administrative matters, including formulating and tracking budget information for administrative categories; administering HUD policies related to training, leave, pay, travel, printing, procurement, and space (ensuring that facilities can meet the needs of a expanding workforce); developing documentation for furniture and office supplies; and handling all other administrative functions, as necessary and appropriate.

Other Significant Duties
Opining on strategic recommendations on existing and proposed new Ginnie Mae operational processes and procedures in order to assure that our processes and procedures are efficient and that proper internal controls are in place, in order to minimize Ginnie Mae's operational risk, and make corrective recommendations as warranted.

Actively supporting and facilitating cross-collaborative efforts with IT and Operations counterparts to establish stakeholder-centric timetables for project implementation of key procurement and human capital initiatives.

Preparing the President and/or EVP/COO for or represent the President and/or EVP/COO at meetings chaired by the Secretary, such as their weekly staff meetings; and at HUD Stat, Confab, Quarterly Performance Review meetings; and develop and maintain processes and metrics to ensure Ginnie Mae's compliance with submissions to HUD's Operational Excellence Strategic Plan.

Qualifications

As a basic requirement for entry into the senior executive service (SES), applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level managerial capability. This experience should be sufficiently broad in scope and at a major management level in a large or complex organization. The ideal candidate will have experience supervising many employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature is at the GS-15 or equivalent level in the federal service or its equivalent in the private sector.

MTQ 3: Demonstrated experience establishing strategies and overseeing the human resource functions, facilities management, and the handling of administrative matters, including formulating and tracking budget information for administrative categories

MTQ 4: Demonstrated experience setting strategies and establishing policies for and directing the activities of the Procurement Management Division and the Administrative Management Division.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Mandatory Technical Qualification (MTQ) requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 3 - MERIT AND COMPETENCE: This core qualification involves the demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality. (Competencies: Technical Skill, Problem Solving, Agility and Resilience).

ECQ 4 - LEADING PEOPLE: This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. (Competencies: Accountability, Developing Others, Executive Judgement).

ECQ 5 - ACHIEVING RESULTS: This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. (Competencies: Operational Mindset, Innovation, Strategic Thinking).

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you MUST attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

1. Challenge - Describe a specific problem or goal.

2. Context - Talk about the individuals and groups you worked with, and/or the environment in which you worked to tackle a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale).

4. Results - Give specific examples of the results of your actions. These accomplishments demonstrate the quality and effectiveness of your leadership skills.
