Summary

The primary purpose of the position is to serve as the single point of contact to coordinate sexual assault response when a sexual assault is reported at the installation. The incumbent serves as the designated program manager of sexual assault and sexual harassment victim support services, oversees local implementation and execution of the SAPR Program, and ensures comprehensive victim services are provided through a coordinated community response.

Duties

Provides overall management and evaluation of sexual assault awareness, prevention, training, and victim advocacy at the installation.

Responsible for assigning, monitoring, managing and documenting victim assistance and advocacy activities performed by the SAPR VAs at the tactical (e.g., command/installation) level.

Complies with all Department of Defense Sexual Assault Advocate Certification Program (D-SAACP) credentialing, core competencies, proficiency, and ethical requirements.

Advises installation leadership on legislative, policies, programs, and initiatives regarding the prevention of sexual assault and response services to victims.

Performs ongoing, analysis, assessments, and evaluation of the effectiveness and efficiency of programs that provide response and support services to victims of sexual assault and aid in the prevention of sexual assault.

Communicates directly with the installation leadership to provide regular informational briefs and program management updates to assist installation leaders with maintaining compliance with SAPR program requirements.

Develops processes, procedures, and communication strategies to assist Installation and Fleet Commanders in their AOR, as assigned, in executing the goals of the SAPR Program.

Conducts program needs assessment. Presents findings and recommendations to installation leadership. Ensures SAPR program is compliant with authoritative guidance to include legislative, policy, program instructions and certification standards.

Assists with preparations for visits from inspecting authorities.

Provides management, oversight, and training on data collection processes. Analyzes data to prioritize and gauge sexual assault response efforts and resource needs.
Co-chairs the sexual assault Case Management Group and ensures all unrestricted reports of sexual assault are presented monthly until transfer/closure and assures that the needs and concerns of the victim are met and shared with the commanding authorities.

Interfaces with military and civilian agencies to identify resources and services to promote availability of victim support systems for victims of sexual assault and sexual harassment.
Liaises with cognizant departments/agencies (e.g., medical, base security, Naval Criminal Investigation Service, Victims' Legal Counsel and chaplains) to facilitate a team approach in sexual assault cases.

Collects and analyzes data in order to adapt, implement, and evaluate sexual assault response activities in compliance with policies and guidance.

Provides consultation support for installation-specific arrangements (i.e., Memorandums of Agreement or Understanding to facilitate the timely exchange of information between installation victim support agencies and other commands/activities on cases involving sexual assault of service members and their adult dependents, civilians, and contractors, while ensuring compliance with Navy Confidentiality Policy.

Facilitates the development and collaboration of installation SAPR public awareness campaigns to include planning of local events. Publicizes and advertises the DoD Safe Helpline and installation 24/7 response line and reporting procedures for sexual assaults.

Develops and maintains a current and comprehensive file of Navy and civilian resources for victims of sexual assault and sexual harassment.

Collaborates with local community crisis counseling centers to augment or enhance the installation SAPR Program.

Works collaboratively with the Equal Opportunity Program and the Integrated Primary Prevention Office to support and promote prevention activities related to sexual harassment, sexist attitudes, and beliefs contributing to the continuum of harm.

  • This is a non-critical sensitive position requiring access to IT II system and/or PII. Position requires employee to obtain/maintain eligibility for a Secret security clearance.
  • Must comply with DoD Sexual Assault Advocate Certification Program (D-SAACP) policy guidelines and complete initial and ongoing certification training requirements.
  • Incumbent must have or be able to obtain and maintain a current state driver’s license.
  • This position requires routine on-site access to government facilities. The incumbent may perform the tasks at an off-site location for ad hoc and situational telework only.
  • Occasional travel up to approximately 25% or more may be required to complete work assignment, conduct or attend meetings, training events, site assist visits, or court hearings.

Qualifications

To be qualified for this position, candidates must the qualification identified below. Candidates qualifying for the position must provide sufficient information to demonstrate how these requirements are met.

Degree: four-year degree or higher in behavioral or social science; or related disciplines appropriate to the position.

or

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

or

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Specialized experience requirement:
In addition to the above basic requirement, at least four years' experience in victim assistance or advocacy within either military or civilian sector.
