Duties
Program Leadership & Strategic Advisory
The incumbent serves as the Sexual Assault Response Coordinator (SARC), providing comprehensive management, oversight, and evaluation of sexual assault awareness, prevention, training, and victim advocacy initiatives across the installation. In this capacity, the SARC maintains full compliance with the Department of Defense Sexual Assault Advocate Certification Program (D-SAACP) standards, core competencies, and ethical requirements.
The SARC directly advises installation and fleet leadership within the assigned Area of Responsibility (AOR) on statutory requirements, Department of the Navy policies, program initiatives, and installation climate trends. The SARC conducts routine program needs assessments, presents actionable recommendations to senior commanders, prepares the installation for inspecting authority visits, and develops strategic processes to ensure total alignment with authoritative SAPR guidance.
Multi-Agency Coordination & Case Management
The SARC co-chairs the monthly installation Case Management Group (CMG), ensuring all unrestricted reports of sexual assault receive systematic review from initial filing through final disposition or transfer. This oversight ensures that victim care, safety, and logistical needs are consistently communicated to commanding authorities.
To facilitate an integrated response, the SARC establishes and maintains liaison with key stakeholders, including Naval Criminal Investigative Service (NCIS), base security, medical personnel, Victims' Legal Counsel (VLC), and chaplains. The SARC develops Memorandums of Agreement and Understanding (MOA/MOU) with external civilian agencies and crisis counseling centers to expand available support systems while safeguarding strict Navy confidentiality standards. Furthermore, the SARC collaborates closely with the Equal Opportunity (EO) Program and the Integrated Primary Prevention Office (IPPO) to execute unified prevention activities targeting the continuum of harm.
Direct Victim Advocacy & Crisis Response
The SARC maintains direct victim advocacy capabilities, delivering non-clinical, trauma-informed, culturally competent, and recovery-oriented response services to adult victims of sexual assault and service member victims of sexual harassment. This includes managing a continuous 24/7 telephonic and in-person response capability with a mandated response time of within 60 minutes of referral.
The SARC accepts official reports, informs victims of available reporting pathways, conducts comprehensive risk and safety assessments, and facilitates ongoing needs assessments. For service members experiencing sexual harassment, the SARC provides supportive resources, documents inquiries within designated systems, and executes warm hand-offs to the Equal Opportunity Office for formal reporting when appropriate.
Data Integrity, Analytics & Compliance
The SARC oversees all program data collection, data quality management, and analytical reporting. Using the Defense Sexual Assault Incident Database (DSAID) and the Fleet and Family Support Management Information System (FFSMIS), the SARC records and updates case information, subject demographics, victim support metrics, and Sexual Harassment Related Inquiries (SRI).
The SARC ensures all official documentation, including DD Forms 2910, is retained in strict accordance with Department of Defense and Department of the Navy records management directives. Analyzed data is leveraged to prioritize local resource allocations, identify operational trends, and deliver routine executive briefings to installation leadership.
Personnel Leadership, Training & Public Awareness
The SARC exercises direct oversight and coaching for SAPR Victim Advocates (VAs) and Unit Victim Advocates (UVAs). Responsibilities include managing unit VA requirements, tracking training compliance and rotation schedules, assigning operational tasks, monitoring team performance, and resolving informal workplace concerns.
Using standardized CNIC Headquarters curriculum, the SARC plans and delivers training across the installation for commanders, deploying personnel, advocates, and incoming staff. Additionally, the SARC leads public awareness campaigns, coordinates local outreach events, and actively publicizes reporting procedures, the local 24/7 response line, and the DoD Safe Helpline.

- Must be able to obtain and maintain a Secret Security Clearance.
- Must pass all applicable records and background check.
- Incumbent must have or be able to obtain and maintain a current state driver’s license.
- Occasional travel up to approximately 25% or more may be required to complete work assignment, conduct or attend meetings, training events, site assist visits, or court hearings. Travel will be required to attend mandated DoD and Navy SAPR training.
