Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Positions Designated as DoD Sexual Assault Program Workforce Positions to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: The U.S. Military Academy, West Point, NY is an academic institution located in the Hudson River Valley, 50 miles from New York City. The historic site is the oldest continuously occupied military post in America.

Duties

  • Serve as SHARP Program Support Services Specialist, responsible for planning and coordinating a variety of services functions that are principally work-supporting.
  • Report directly to the Senior Commander: Develop, implement, and maintain administrative practices that comply with Department of the Army (DA) and Major Command (MACOM) guidance to create efficient and effective organization business processes.
  • Serve as focal point for strategic and change management, business process improvement and reengineering, organizational capability maturity and governance.
  • Plan and administer a supply management program in support of the SHARP Program’s operations involving a variety of expendable and nonexpendable items and material through central supply channels, direct purchase, and formal procurement processes.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • TDY (Travel) may be required up to 25% of the time for this position.
  • Incumbent must be able to obtain and maintain a SECRET Clearance.
  • Background checks against all records required by law, Office of Personnel Management, DoD, and Army policy or regulation will be conducted prior to entering on duty in the position.
  • In accordance with governing regulations, additional checks will be performed on a recurring basis while employed in the position.
  • Minimum of a favorable suitability determination on a Tier 3 background investigation. Incumbents are required to self-report civilian arrests, filing of criminal charges, and/or convictions of criminal offense to supervisors and security office.
  • Must attend/graduate from required SHARP training courses w/in six months of employment.
  • Must obtain and maintain an active D-SAACP certification and up-to-date commander appointment orders prior to having any victim contact or access to victim information.
  • Must obtain and possess a valid driver's license and have the ability to operate a motor vehicle should the need arise to operate a government vehicle/motor pool vehicle.

Specialized Experience: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work of this position. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, Which includes: 1) developing and implementing business processes utilizing knowledge of sexual harassment/assault programs 2) evaluating business processes utilizing knowledge of sexual harassment/assault (SHARP) programs; and 3) managing a variety of administrative service operations (such as, reports, personnel, records, travel, events, supply) necessary for efficient and effective organizational mission accomplishment.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
