You will receive credit for all qualifying experience, including volunteer experience. Minimum Qualifications (Screen Out Element): Ability to do the work of an Shipkeeper (Marine Facilities Caretaker) without more than normal supervision. Safeguard marine facilities including floating and land based plants. Exercise a strong mechanical aptitude to maintain the operational capabilities of floating and land based plants. Be able to navigate the vessel exterior and interior compartments to inspect various machinery and equipment. Failure to meet this Screen Out Element will result in an ineligible rating.
To meet the basic eligibility, you must receive at least two points on the screen-out element indicated above and must have an average of two points on all the job elements listed below. Your application will be further evaluated to determine if you meet the best qualified cut-off for referral to the selecting official. Failure to meet this Screen Out Element will result in an ineligible rating.
Physical Effort: Light to moderate physical effort is required. Be able to lift and carry objects weighing up to 50lbs. In the office, work is sedentary. When making rounds, incumbent is walking, riding in a government vehicle, entering boats, and occasionally retying and readjusting mooring lines. Inspects and takes precaution to safeguard vessels and all base equipment. Capable of restarting machineries to make them operational.
Working Conditions: Work is performed independently and alone during a non-standard schedule: evenings, weekends and holidays. Provides security and operational control of the Caven Point Marine Terminal during these non-duty hours. This includes floating plants, buildings, grounds, equipment, and supplies. Works both inside and outside during a variety of weather conditions and climates, including extremes of heat and cold and heavy rainfall. There is a danger of slipping from a vessel into water with possibility of physical injury or drowning. On-shore work may involve working in mud, snow, or ice in dirty or cramped situations. Inherent in the performance of these duties is the dangers of slips, trips and falls; danger of overhead injuries; danger of foot, hand and eye injuries, punctures, fume inhalation, oxygen deficient environments, electrocution, burns and exposure to fire and to noisy areas. Incumbent may also be subject to machine injuries as well as injuries involved in protection of Government property from vandals.
