Duties

The United States Space Force (USSF) at Wright-Patterson AFB, Dayton, Ohio is searching for a Signals Intelligence Principal Analyst, NSIC (GG-0801-14).

Description:
This is a "single-source," signals intelligence analysis position in 4IAS and will perform analysis, exploitation, and production on adversary spacecraft. Our mission utilizes intimate understanding of adversary spacecraft capabilities, health, status, and operations to provide the foundational, deeply technical analysis and production-full spectrum intelligence that is critical to Department of Defense's decision superiority in the Space domain. Applied against some of the nation's most difficult scientific and technical intelligence problems, selectee will serve as a subject matter expert in a dynamic, collaborative, and integrated analytic community across diverse mission partners and intelligence consumers-including space operators, policy makers, and acquisition/force modernization customers. The selectee will have the opportunity to help shape the transformation and modernization of space/counterspace analysis in defense of our Nation.

Ideal Candidate:
The ideal candidate will be a community-recognized expert in TechSIGINT exploitation, analysis, and production--preferably with specific experience with using data to understand spacecraft capabilities, health, operations, and status. The candidate's experience must show a deep, technical understanding of spacecraft orbits, subsystems, and communications. While advanced technical engineering degrees are ideal, proven engineering-level work knowledge, skills, and capabilities are almost equally valued-especially when coupled with a demonstrated passion and desire for continuous learning. An ideal candidate will also have a history of innovation and modernization within their analytic domain-leading to faster, better, and/or more efficient analysis and production. Lastly, this candidate will illustrate an ability to have positive influence within the broader TechSIGINT community, beyond NSIC, and to shape decision outcomes among community peers and leadership.


Key Skills and Abilities:
l. Knowledge and mastery of a broad range of professional multi-disciplinary engineering concepts, principles, standards, methods, techniques, practices and procedures to solve complex problems, provide expert advice and present innovative recommendations to colleagues and management for advancing SIGINT programs, methods and other areas of responsibility.
2. Knowledge of a wide range of concepts, principles, and practices in SIGINT data processing, engineering and analysis such as would be gained through extended graduate study or experience, and skill in applying this knowledge to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge of comparable intelligence functions.
3. Knowledge of the mission, role, function, organizational structure, and operation of the DoD, Air Force, and the Intelligence Community, their communication and information infrastructures and organizations.
4. Skill in project planning, project management and time management to effectively execute the technical goals and requirements of teams and projects.
5. Skill in establishing and maintaining effective relationships, negotiating complex issues, and resolving conflicts based on mature judgement, experience, and recognized professional standing; ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and senior US/foreign mission partners.
6. Ability to make decisions in many areas of uncertainty in approach, methodology, or interpreting results from constant program changes, technological developments, or conflicting requirements; ability to effectively organize and analyze information; produce authoritative reports, position papers, and briefings that are responsive to the specific needs of commanders and senior management officials; present clear and concise findings; and effectively advocate for a position.

Conditions of employment

  • Must be a U.S Citizen.
  • Must be able to obtain and maintain a Top-Secret / SCI security clearance.
  • Safeguards classified or sensitive budget-related information and/or files.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.
  • This position will close after 5 business days or 75 applications, whichever comes first.
  • Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
  • PCS funding is authorized.
  • This is a drug testing designated position (TDP). The incumbent is subject to random testing for drug use, IAW AFI 90-508.
  • Employee must within 30-days of assuming this position and annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.
  • This position is part of the Acquisition Professional Development Program (APDP).
  • Subject to TDY: 20 days a year.
  • This is a Critical Acquisition Position (CAP).
  • A bachelor's degree in engineering, computing, electronics, aeronautical/aerospace or related fields, from an ABET-accredited (for engineering) institution is required.
  • Prolonged periods of sitting, reading and intense data analysis are typical. This work is mostly sedentary performed in an office setting.
  • Incumbent may be subject to psychological screening/polygraph testing as an inherent primary requirement of their position.
