Duties

  • Works collaboratively as a member of one or more teams to conduct evaluations of Medicare, Medicaid, and public health and human service programs.
  • Develops evaluation objectives and approaches; designs appropriate methodologies to collect data (e.g., interviews, questionnaires, site visits); analyzes qualitative and quantitative data; and synthesizes and interprets data verbally and in writing.
  • Identify potential evaluation assignments related to Medicare, Medicaid, and public health and human services programs.
  • Identify appropriate study methodologies and techniques to be utilized in submitting proposed designs and conducting assigned studies.
  • Participates in strategic planning, evaluation design, data collection and analysis, synthesis, drawing conclusions, and report generation to support multiple recommendations on improvements to HHS programs and policies.
  • Interprets data and findings to form the development of agency initiatives, policies, and practices.
  • Communicates and disseminates study findings in forms useful to federal, state, and local research, program, and policy audiences to inform assessment and improvement of programs and policies.
  • Prepares reports and briefs for project lead and higher management.
  • Develops various statistical tables and reports, new or modified work methods, processes, and procedures for evaluating program services, guidelines, and procedures for program operations.

Qualifications

Positive Education Requirement: This position has a position education requirement, as indicated below. A complete transcript showing relevant coursework and degrees must be submitted with your application package. A list of completed courses or incomplete transcripts will not be accepted.

Basic Requirement:
  • Degree: behavioral or social science or related disciplines appropriate to the position (e.g. Psychology, Sociology, Public Administration).OR;
  • Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.OR;
  • At least 4 years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

In addition to meeting the basic requirements above, applicants MUST meet the additional requirements for the GS-11 grade level. Applicants MUST have one year of specialized experience equivalent to the GS-9 grade level in the Federal service which provided the knowledge, skills, and abilities to perform the duties of the position. Examples of specialized experience MUST include: (1) conducting program evaluations or social science research of programs specific to public health and human services; (2) identifying and applying appropriate research design and methodologies to collect data; (3) conducting quantitative and/or qualitative analysis of data; and (4) developing written and oral presentations of the results and recommendations for improvement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week. Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

Education

Foreign Education: Education completed in foreign colleges or universities may be used to meet education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States.
