Summary

This position provides quality chemical dependency counseling to youth ages 12 to 17 years of age with substance use/chemical dependency/co-occurring problems at the Youth Regional Treatment Center (YRTC). The incumbent serves actively and constructively as a member of the multi-disciplinary treatment team, supporting the organization and program philosophy of care, and ensuring the safety and well-being of each resident. This position reports to the YRTC Clinical Director or designee.

Duties Include:

  • Responsible for making independent decisions regarding clinical appropriateness of interventions.
  • Provide thorough assessment, counseling, and consultation services to residents who present for care with substance use risk factors and/or mental health disorders.
  • Interview individuals and family members to explore and analyze factors influencing personality development and family structure in relation to the development of symptomatic behavior patterns and complicated interpersonal problems.
  • Determine facts and conditions surrounding the difficulties in coping with various life situations and draw conclusions as to the underlying causes/contributing factors of the problems and the associated consequences to individual residents and their families.
  • Independently devise workable treatment plans (e.g., individual counseling, family counseling, referral for higher-level treatment, etc.) and provide direct treatment using a wide variety of techniques for the resolution of personal, social, or environmental difficulties related to substance use disorders.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

BASIC REQUIREMENT:
Degree: social work. Must fulfill all of the requirements for the master's degree in social work in a school accredited by the Council on Social Work Education.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:
GS-12: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service. This experience may be obtained in either the private or public sector performing the following type of work and/or tasks: Provide a full range of professional adolescent clinical mental health services of complex technical difficulty including evaluation, diagnosis, consultation, counseling, referral, psychotherapy, crisis intervention and treatment of mental, emotional and behavioral disorders to patients and families.

Selective Placement Factor: This position requires a knowledge that is acquired by having a current, unrestricted U.S. State license as a Licensed Clinical Social Worker (LCSW), a Licensed Independent Social Worker (LISW), a Certified Independent Social Worker (CISW) or equivalent advanced practice licensing. Please provide a copy of your license with your application.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.
