Summary

The Disruptive Behavior Coordinator has responsibility for coordinating interdisciplinary staffing and operations as a Program Coordinator of the Disruptive Behavior Committee (DBC) serving as Chair/Co-Chair. The DBC falls under the auspices of the Chief of Staff. The incumbent will have a thorough understanding of confidentiality, need to know, complex reporting structures, and ability to tolerate ambiguity while communicating essential safety information where needed.

Duties

Major duties include, but are not limited to:

  • Attend DBC new chair intensive training within 90 days of hire or earliest scheduled training offered by Central office.
  • Complete required DBC TMS trainings within 30 days of hire.
  • Attend bi-annual DBC all chair conference conducted by Central office as provided and spacing allows.
  • Participate in monthly DBC Community of Practice and Violence Risk Assessment conference calls provided by Central Office -WVPP.
  • Coordinating and managing an interdisciplinary team (known as Disruptive Behavior Committee). Team members include Chief of Police or designee, Patient Advocates, Patient Safety Personnel, Physicians, Pharmacists, Nursing, Mental Health Professionals, Regional Counsel (Ad-Hoc), Labor partners, and other clinical and non-clinical personnel and executives.
  • Chair and/or Co-chair the DBC, providing oversight and coordination of health care system-wide efforts to prevent, reduce, manage, triage and respond to incidents of threatening, violent, or otherwise safety-compromising behaviors perpetrated by patients, visitors, and other non-employee beneficiaries of the VHA.
  • Responsible for overseeing and coordinating day to day business of the DBC.
  • Works with Administrative support and/or Program Specialist to produce agenda with timely follow-up to all decisions.
  • Responsible for the implementation, education, training, and updates for ECHCS Prevention and Management of Disruptive Behavior and Workplace Violence Prevention or other related ECHCS policies or standard operating procedures for the implementation of VHA Directive 1160.08 and other laws, policies and guidance.
  • Responsible for the management of computer-based flagging systems through VISTA and CPRS managing Behavioral Patient Record Flags to include, flag entry and flag review every 2 years maximum or upon status change. The incumbent will identify and review flags of new ECHCS patients and will notifying/coordinate with other site DBC points of contact when transferring flags to other VHA sites communicating any risk relevant data to that site.
  • Follows procedures including timely response to Order of Behavioral Restriction request for reviews.
  • Responsible for all VISN and Central office requests for information about disruptive behavior training or any data about disruptive behavior incidents.
  • Interface with ECHCS police, Office of Inspector general (OIG) and coordinate care programs to manage patients with disruptive behavior.
  • Work closely with the Workplace Violence Prevention Program (WVPP) manager to ensure all local and national policies and directives are being met.
  • Responsible for the education, training, implementation of local and national policies pertaining to disruptive behavior.
Prevention and Management of Disruptive Behavior (PMDB)
  • Supports the PMDB Coordinator in education of PMDB based on WBRA results.
  • Obtains and maintains PMDB Certified Trainer status.
  • Provides PMDB classes for ECHCS employees on a recurrent and ongoing basis with frequency determined based on need and availability but no less than once a month.
Employee Threat Assessment Team (ETAT)
  • Serve on the ETAT may be requested by the Medical Center Director.
  • Complete ETAT training within 30 days of hire.
  • Attend additional ETAT trainings as available and provided by national program office.
  • Coordinate with WVPP Manager to assess, triage, and manage ETAT cases as needed.
  • Available to interview at the request of WVPP Manager as needed.
  • Operates with the highest degree of adherence to confidentiality and a thorough understanding of need-to know communications in consult with the WVPP Manager, HR, and legal counsel.
Workplace Behavioral Risk Assessment (WBRA)
  • Assist in leading and coordinating the annual Workplace Behavioral Risk Assessment based on data collection and analysis of DBRS through the year.
Clinical Teaching/Training
  • Provide clinical supervision to students, interns and fellows including but not limited to serving as social work field instructor and/or task supervisor.
  • Supports activities of the ECHCS Social Work Training Programs and provides/participates in relevant educational seminars, meetings, subcommittees, and workgroups.
  • Provides training and guidance to other health professions trainee's staff.
Miscellaneous
  • Responsible for adhering to, and remaining current with, best practices in violence risk and behavioral threat assessment.
  • Ensures clear, effective, and efficient communication of information pertaining to organization safety.
  • Working knowledge and respect for Trauma Informed Care principles, implements them in daily operations, and serves as an advocate for recognizing the role trauma and stress plays in system operations.

Qualifications

Basic Requirements:
  • Citizenship. Be a citizen of the United States.
  • English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed.
  • Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going tohttp://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
  • Licensure. Candidates must be licensed or certified by a state to independently practice social work at the master's degree level.
GS-12
  • Experience. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
  • Licensure. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
  • Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the knowing KSAs:
    • Knowledge of program coordination and administration which includesconsultation, negotiation, and monitoring.
    • Knowledge and ability to write policies, procedures, and/or practice guidelines for the program.
    • Ability to supervise multidisciplinary staff assigned to the program.
    • Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
    • Ability to provide training, orientation, and guidance within clinical practice.
  • Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. Program coordinators at the GS-12 grade level are administratively responsible for a clinical program providing treatment to Veterans in a major specialty area, such as but not limited to: Spinal Cord Injury, Homeless Continuum Veteran Program, Hospice and Palliative Care Program, Suicide Prevention Program, Veterans Justice Outreach, Caregiver Support Program and Community Nursing Home Program. The program coordinator may be the sole practitioner in this specialty at the facility and typically provide direct patient care services in the program area. The program coordinator oversees the daily operation of the program, develop policies and procedures for program operation, and prepare reports and statistics for facility, VISN, and national use. They may be responsible for the program's budget, developing and monitoring staff compliance with practice, standards and guidelines on documentation, workload, data entry, ethical practice and service delivery. The program coordinator provides analysis and evaluation of clinical program data and computerized programs to identify system-wide trends and needs to enhance the quality of service. They may be responsible for, or contribute to, the program's resource and fiscal management, monitoring control points developing the annual budget, operating within that budget, and accounting for appropriated funds. The program coordinator is administratively responsible for the clinical programming and prepares reports and statistics for facility, VISN, and national use. They provide leadership, direction, orientation, coaching, in-service training, staff development, and continuing education programs for assigned staff. They initiate and conduct a variety of program or service audits and complete designated clinical practice audits and reports, including productivity assessments. They oversee program operations and evaluations, identifying areas for improvement, gathering relevant data, assessing the data, developing and implementing ideas for improvement and evaluating efficacy of improvement efforts.
Preferred Experience: Preferred experience in behavioral threat assessment and management, providing treatment for Veterans who have experienced homelessness, substance use disorder and severe and persistent mental illness as well as Axis II disorders. Experience working with law enforcement as well as justice involved Veterans also preferred. Experience navigating complex care coordination in multifaceted systems as well as policy development, and data tracking analysis, reporting, and management.

Physical Requirements. Physical demands of the work are generally minor, as the position requires sitting, standing, and walking. Some travel is required as the incumbent is required to conducted monthly active outreach in the community which may require traveling long distances. Work, divided between office and clinical settings, is primarily sedentary. May require prolonged standing, moderate walking, and manual dexterity. Requires carrying light items, such as books, files, or laptop computer.
