Summary

The Intensive Treatment Division (IDT) contains three programs: Mental Health Intensive Case Management (MHICM); Integrated Dual Disorder Treatment (IDDT) and the Psychosocial Rehabilitation and Recovery program (PRRC).The incumbent is responsible for Joint Commission, CARF and other care compliance within the VA for the division. The section chief for IDT will be responsible for administration and clinical oversight regarding all aspects of these programs within Behavioral Health.

Administrative-Managerial Responsibilities:

The incumbent interprets policies, procedures, directives, information letters, etc., from VA Central Office, the VISN, and local facility leadership in order to assure adherence by ITD staff. The incumbent develops and maintains policies and procedures concerning patient care, specifying program and service operation, and evaluating such programs and services as necessary.

The incumbent serves as liaison with other services, care lines, facilities, VISN offices and VA Central Office on issues regarding SMD. Provides public relations and community education regarding the VA, and responsible programs and services, to various social, medical, mental health, legal and housing and welfare organizations. These include Federal, State, County, and City government offices, as well as private non-profit service agencies and organizations.

The incumbent represents the VA and the ITD at meetings with stakeholders, community partners and other agencies, and collaborates to form partnerships and develop alternatives and improvements to the current system of program and service delivery. The incumbent may serve on Medical Center, VISN, and National VA committees, as appropriate.

The incumbent coordinates administrative, clinical, and quality improvement meetings and activities. The incumbent oversees the provision of services to serious, complicated cases, coordinates the activities of multiple programs and services, and manages a diverse multidisciplinary staff.

Clinical Responsibilities:

As a licensed, senior social worker, the Intensive Treatment Division Section Chief provides direct patient care and psychological services. This may include assessment, psychotherapy, consultation, case management, and other clinical interventions which are within scope of practice. The incumbent applies his/her social work knowledge and clinical expertise to the managerial duties for which most of this position is dedicated. The section chief is expected to model the highest standards of professional and ethical behavior, use empirically supported treatments and assessments, and collaborate closely with all mental health colleagues. The incumbent is responsible for timely completion of all clinical charting and documentation required by the Medical Center or healthcare system, as appropriate. The incumbent will provide training to clinical staff as indicated in Evidenced Based Practice methods.

Work Schedule: Monday through Friday, 8:00am-4:30pm

Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year). Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.
Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part).

English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).

Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work.

Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level.
  • Exception. VHA may waive the licensure or certification requirement for persons who are otherwise qualified, pending completion of state prerequisites for licensure/certification examinations. This exception only applies at the GS-9 grade level. For the GS-11 grade level and above, the candidate must be licensed or certified. At the time of appointment, the supervisor, chief social work or social work executive will provide the unlicensed/uncertified social worker with the written requirements for licensure or certification, including the time by which the license or certification must be obtained and the consequences for not becoming licensed or certified by the deadline.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations:

Social Worker (Program Coordinator), GS-13

Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs.
  • Skill in coordinating and implementing one or more specialty program(s), across the facility.
  • Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
  • Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
  • Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
  • Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
  • Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
  • Knowledge of organizational structure and impact on program operations.

Physical Requirements: Physical qualifications require the ability to sit frequently and for long periods of time. Must be able to spend
long periods of time on a computer. This position may require travel. This position also requires close visual acuity to perform an activity such as preparing and analyzing data and figures, transcribing, viewing a computer terminal, extensive reading, and repetitive motions of the wrists, hands and/or fingers.
