Summary

The VISN Clinical Resource Hub Suicide Prevention Telehealth Program Supervisor, Social Work position is a VISN-based position located in VISN 10. This position falls under the direct supervision of the VISN CRH Associate Director for Mental Health (MH) or MH Chief. A Clinical Resource Hub (CRH) is a repository of clinical and administrative staff that serve Veterans Affairs facilities within a Veterans Integrated System Network (VISN).

Duties

Major Duties and Responsibilities Include but are not limited to the following:

A. Program Manager/Supervisory Responsibilities (50% of time)
The incumbent is responsible for monitoring the efficiency, effectiveness, timeliness and quality of the VISN 10 SP Telehealth Program services. The incumbent provides operational oversight for SP and directs clinical functions, such as timely therapy assignments and accurate documentation in electronic health medical record systems. This includes supervisory review mechanisms; review of workload data from Vista and DSS, and position management. They review staffing patterns and work assignments within assigned area to ensure that staffing levels are appropriate to meet workload demands at the spoke sites served by the virtual SP team. As part of a team effort, they will identify areas for improvement, gather relevant data, assess the data, develop and implement ideas for improvement, and evaluate efficacy of improvements. Incumbent also serves on VISN CRH committees and task forces that support telemental health program services related to suicide prevention efforts and monitors efficiency,
effectiveness and data as needed.

B. Clinical Responsibilities (50% of time):
The incumbent must use a high level of skill in assessing and treating the complex factors of suicidality. Incumbent thoroughly reviews the medical record and previous psychosocial assessments when the Veteran is referred, consulting with the referring provider as needed, and will complete an assessment of current symptoms/functioning/needs and provide a thorough treatment plan when a Veteran engages in CRH mental health services.

The incumbent:
Maintains high level of skill and expertise to establish and maintain effective therapeutic relationships with Veterans and their families. Independently works with Veterans and their families who are experiencing a wide range of complicated medical, psychiatric, emotional, behavioral, and psychosocial problems within the context of suicide risk.

Serves as a liaison between Veterans and their families and VA and community resources in order to ensure thorough delivery of suicide prevention-related services.

Possesses knowledge and ability to independently implement treatment modalities and to provide counseling and/or skills groups for Veterans and
families. This will be achieved through future completion of training program curriculums and demonstration of competency, as determined by standard,
programmatic ratings.

Provides consultation and education to Veterans and their families regarding community resources, VA benefits, specialty programs, and advance directives.

Provides consultation to other treatment team and staff members regarding psychosocial needs of Veterans and their families particularly related to suicide risk and the impact of the identified psychosocial problems on the Veteran's
health care planning, compliance with treatment, and discharge planning.

Must possess and demonstrate ability to communicate effectively, both orally and in writing with people from diverse backgrounds.

Responsible for supporting the mission, policies, and procedures of the Department of Veterans Affairs, the Veterans Health Administration (VHA), the appropriate Veterans Integrated Service Network (VISN), and the facility.

Serves on committees and work groups, as deemed appropriate by the supervisor, and attends all required meetings.

Furthers one's own professional growth through continuing education appropriate to the area of assignment.

Provides assistance to less experienced providers and serves as a preceptor or consultant, when appropriate, to colleagues and trainees.

SUPERVISORY CONTROLS
The GS - 13 Suicide Prevention Telehealth Program Supervisor performs duties independently. Incumbent is responsible to the VISN 10 CRH Associate Director for Mental Health (MH) or MH Chief.

Work Schedule: Monday - Friday, standard daytime hours across multiple time zones. Evenings, weekends, and holidays required as necessary based on the needs of the Clinical Resource Hub and spoke sites

Compressed/Flexible: Available with supervisor approval.

Travel: Occasional travel is required between spoke sites, community partner locations, and host facility as needed for training, coordinating requirements between providers and Veterans, meetings, auditing, and patient care. This required travel may include overnight travel outside of Tour of Duty and travel by plane.

Remote: This position is designated as remote. Remote work is defined as full-time employment conducted outside of a VA facility or in VA-leased spaces. The option for remote work will be assessed continuously, and the selected individual may need to return to a VA office if required. The selectee must live within 50 miles of a VA Medical Center.

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
  • Master's degree in Social Work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. Note: A doctoral degree in Social Work may NOT be substituted for the master's degree in Social Work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
  • Licensed or certified by a state to independently practice social work at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure.
Grade Determinations: In addition to the basic requirements stated above, the following qualification criteria must be met for each grade. The candidate's qualifications must clearly demonstrate the level of competence required for the grade.
  • Experience: At least two years of experience post advanced practice clinical licensure and should be in a specialized area of social work practice of which, one year must be equivalent to the GS-11 grade level. Senior social workers have experience that demonstrates possession of advanced practice skills and judgment and are experts in their specialized area of practice. Senior social workers may have certification or other post-masters training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship or equivalent supervised professional experience in a specialty.
  • Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following KSAs:
    • Skill in a range of specialized interventions and treatment modalities used in specialty treatment programs or with special patient populations. This includes individual, group, and/or family counseling or psychotherapy and advanced level psychosocial and/or case management.
    • Ability to incorporate complex multiple causation in differential diagnosis and treatment within approved clinical privileges or scope of practice.
    • Knowledge in developing and implementing methods for measuring effectiveness of social work practice and services in the specialty area, utilizing outcome evaluations to improve treatment services and to design system changes.
    • Ability to provide specialized consultation to colleagues and students on the psychosocial treatment of patients in the service delivery area, as well as role modeling effective social work practice skills.
    • Ability to expand clinical knowledge in the social work profession, and to write policies, procedures, and/or practice guidelines pertaining to the service delivery area.
Preferred Experience and Certifications
  • Basic Life Support (BLS), Advanced Cardiac Life Support (ACLS), or Advanced Trauma Life Support (ATLS) certification
  • Full independent licensure at the advanced practice level
  • At least two years should be in an area of specialized social work practice.
  • Experience in conducting visits to impacted areas and emergency shelters, possibly in conjunction with VA Disaster Emergency Medical Personal System (DEMPS) or other Emergency Management response protocols
