Duties
Program Coordinator functions
- Oversees the daily operations of PES and MH-SDAC. Develops and implement policies and procedures for program operation.
- Plans, organizes, and coordinates administrative, operational, clinical and personnel activities for the PES and MH-SDAC program. Directly supervises Licensed Social Workers, and other health professions.
- Trains and ensure competency of 35 plus licensed mental health social workers in the Seattle division who provide weekend shift coverage in PES. Coordinates program implementation with multiple clinical services across all campus locations within the VA facility and community hospitals.
- Performs administrative and personnel management functions relative to staff supervised.
- Performs a wide range of services and provides technical assistance to State, local, and private agencies, and universities. Performs program analysis, development, review, research, design, and contract work as possible with various agencies (public, DOD, state etc.).
- Performs work related to the review, monitoring, analysis, planning and assessment of various programs.
- Serves as Mental Health (MH) liaison to the Social Work Service Line, this includes:
- Tracking MH Social Workers licensure status, scope of Practice, and competencies;
- Facilitating MH Social Work peer review process;
- Facilitating MH Social Work meetings;
- Participating in Social Work internship selection and programming;
- Participating in HR meetings impacting MH Social Workers;
- Communicating changes affecting MH Social Workers to MH Service Line Leadership, Social Work Service Line leadership, and MH Social Work Supervisors, and front-line MH Social Workers, etc.
Clinical functions
- Provides full range of advanced level clinical care to a primary care population of patients with a wide range of clinical needs.
- Independently provides consultation to PACT, functional assessments and diagnostic services for Veterans with a broad range of psychopathology and receiving care within the PCMHI team.
- Demonstrates expertise in using and teaching others about functional assessments, brief evaluation and interventions for Veterans presenting with the full range of mental and behavioral health conditions in PACT.
- Provides education to both patients and family members regarding relevant mental health concerns.
- Provides brief, patient centered, and recovery-oriented evidence-based behavioral health interventions.
- Provides consultation to health care providers about assessment findings and treatment plan for patients to ensure that care is coordinated, collaborative, and integrated within the Medical Center.
- Possesses general knowledge of Veterans' benefits and services relating to special programs, service-connected compensation, and non-service-connected pension.
- Independently collaborates in identifying and addressing ethical issues that impact patients and staff. Provides considerate care, respecting Veteran/family and staff personal values and belief systems.
- Develops working relationships with the community and VA providers to whom referrals are most often made and becomes knowledgeable with what community and VA resources are available to Veterans.
- Completes referrals for Veterans to a wide variety of community and VA resources, maintains the relationships with those respective facilities/agencies, facilitates inter agency communication and care conferences as needed and provides discharge planning for Veterans that maintains a continuity of care.
- Adheres to all Facility and Service Line policies and practices for delivering clinical care.

Pay: Competitive salary and regular salary increases.

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement.
Basic Requirements:
- United States Citizenship: Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part).
- English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
- Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
- Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
Grade Determinations:
Social Worker (Program Coordinator), GS-13
Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate all of the following KSAs.
(a) Skill in coordinating and implementing one or more specialty program(s), across the facility.
(b) Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
(c) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
(d) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
(e) Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
(f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
(g) Knowledge of organizational structure and impact on program operations.
Preferred Experience: At least 1 year of clinical experience in acute care setting (mental health).

The full performance level of this vacancy is GS-13.
Physical Requirements: Light lifting and carrying (under 15 lbs.), walking, and hearing (aid may be permitted). Environmental factors include, working closely with others, protracted or irregular work hours, some night and weekend coverage.
