Summary

Position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Former EDRP participants ineligible to apply.

The position is located at VA Central California Healthcare System (VACCHCS), Social Work Service with the Homeless Programs Department. The duties and responsibilities are carried throughout the Health Care System Center including all clinical and other patient care areas involved with the services. The HUD-VASH Supervisor is to provide clinical case management and supportive services to Veterans in HUD-VASH by utilizing the principles of Housing First, a team-based model of care, comprised of multi-disciplinary staff, and shared caseloads. Chronically homeless and other vulnerable homeless Veterans, based on the HUD Prioritization Notice, are admitted to case management to support the ongoing effort to end Veteran homelessness. A coordinated entry process will be performed in conjunction with the CoC(s) where possible.

The HUD-VASH program is outreach, Case Management, emergency housing, and referrals for homeless and at-risk Veterans. The primary goal of HUD-VASH is to reach out to homeless and at-risk Veterans to support them in their recovery and end the cycle of homelessness. The primary component of the program is VA outreach and case management services, designed to improve Veteran's health and mental health needs.

As the Supervisor, the incumbent assists in planning, establishing, and implementing policies and procedures; developing individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating and overseeing those staff that fall under the HUD-VASH Program. The incumbent will assure the Social Workers and other clinical and administrative staff whom they supervise are aware of and adhere to all current directives of VHA, meet current JCAHO standards, CARF standards, VCARE standards, state licensure standards, and VA-OIG expectations. The incumbent will conduct ongoing reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by governing bodies.

The HUD-VASH Supervisor also provides direct clinical services to include shared caseloads to conduct face-to-face home visits, carry a caseload as assigned, community based meetings with Veterans, staff and key stakeholders, case management, outreach, PIT, visit homeless shelters, stand downs, all relevant tasks related to homeless program tasks and duties as assigned. Veterans eligible for HUD-VASH come from a wide geographic area. Their health and Mental Health needs may be complex and require a high degree of clinical oversight and creative problem solving. Services are provided in healthcare settings and in the community. The HUD-VASH Program requires continuous coordination with the community's homeless providers and coalition as well as with other local, state, and federal agencies.

The incumbent supervises assigned staff of the HUD-VASH program and provides administrative,
technical, and clinical supervision necessary for accomplishing the work of the programs. The incumbent exercises supervisory authorities and responsibilities involving work assignment and review, as well as administrative and personnel management functions relative to the staff supervised. Incumbent observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance.

Coordinating with the local PHA to provide streamlined and timely processes for HUD-VASH voucher utilization. This includes the referral process, voucher issuance, and the leasing process. At minimum, there needs to be a quarterly reconciliation of data between the HUD-VASH Coordinator, or their designee, and the PHA(s) to determine the status of all HUD-VASH vouchers and processing times between referral to the PHA and lease up.

The incumbent will identify gaps in service delivery and unmet psychosocial needs and participate
with VA and community agencies to develop resources.

Assisting in the development of administrative and personnel documents such as position descriptions, functional statements, and performance appraisals.

Establishing and maintaining a process for referral, evaluation, and admission to HUD-VASH to ensure that the most vulnerable Veterans are prioritized. Performing a review of the program process to improve efficiency and further refine the rapid housing process at least annually

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
  • Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level.
  • Loss of Licensure or Certification. Once licensed or certified, social workers must maintain a full, valid, and unrestricted independent license or certification to remain qualified for employment. Loss of licensure or certification will result in removal from the GS-0185 social worker series and may result in termination of employment.
  • English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f).
  • Driver's License: A current, valid state-issued Driver's License is required for this position. NOTE: We cannot accept photographs, therefore; please do not submit a copy of your license with your application package. If an interview is requested, you will be required to provide a copy of your current, valid state-issued Driver's License.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Education and Experience: One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.Licensure/Certification: Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Applicants must meet the requirements for providing supervision in the state where they are licensed at the advanced practice level and should list these qualifications within the assessment narrative and their resume. Documentation is required if part of your state's requirements for providing supervision for licensure is beyond your licensure only (example: certification of continuing education credits).Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs(a document with written demonstration of KSAs must be included with application, see required documents section).
  1. Ability to independently organize work, set priorities, and meet multiple deadlines.
  2. Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
  3. Ability to ensure provision of clinical social work services.
  4. Ability to provide staff training and development.
  5. Skill in interpersonal relationships in dealing with employees, team leaders, and managers.
