Conditions of employment
- You must be a US Citizen or US National.
- Males born after 12/31/1959 must be Selective Service registered or exempt.
- Subject to satisfactory adjudication of background investigation and/or fingerprint check. If selected, you may be sent instructions on obtaining fingerprints. Please note we are unable to reimburse for any fees incurred.
- Probationary and Trial Period – Successful completion of a 1-year probationary period or 2-year trial period unless previous federal service is creditable. Refer to Next Steps for more information.

- Subject to one year supervisory probationary period unless prior service is creditable. New FPAC supervisors must successfully complete all components of the required training program before the end of their probationary period.

- This position requires the incumbent to obtain a Conservation Planning Certification in accordance with the guidelines in General Manual 180 Part 409.3.
Qualifications

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. (e.g. one year at the GS-07 grade level for consideration for the GS-09 grade level and one year at the GS-09 grade level for consideration for the GS-11 grade level).
Basic Education Requirement: Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of Education and Experience: Courses equivalent to a major as shown above, plus appropriate experience or additional education.
In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:
Specialized Experience for the GS-09 Level: To qualify for the GS-09 level, you must possess at least one year of specialized experience equivalent to the GS-07 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include:
- Species control, water quality improvements, livestock management, wildlife habitat, and forest management.
- Preparing Species control, water quality improvements, livestock management, wildlife habitat, and forest management.
- Preparing conservation or resource management plans and providing financial or implementation assistance
- Communicating and sharing general information and explaining issues related to natural resource conservation, problems, and solutions to landowners, residents, and land managers.
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: soil conservation or a related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. (Note: You must attach a copy of your transcripts).
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Specialized Experience for the GS-11 Level: To qualify for the GS-11 level, you must possess at least one year of specialized experience, equivalent to the Federal GS-09 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include:
- Developing conservation plans that employ conventional and established criteria and techniques to interpret soil, water, and environmental data for sound land use.
- Interpreting land use potential and deficiencies and advising partner agencies and organizations, landowners and users on natural resources conservation methods and techniques.
- Resolving natural resource problems related to the implementation of soil and water conservation plans.
- Developing and implementing land treatment measures and water management practices.
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: soil conservation or a related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. (Note: You must attach a copy of your transcripts).
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
College Transcript: If qualifying based on education, you must submit a copy of your college transcript with course number and department (i.e., Bio 101, Math 210, etc.), course title, number of credit hours, and grade earned. If a relevant course is not clearly qualifying (e.g., special topic, seminar, research, thesis, obscure or misleading course title, etc.), please submit an official course syllabi and/or detailed course description from the university/college to ensure proper evaluation.
Your education must have been successfully obtained from an accredited school, college or university recognized by the U.S. Department of Education to be credited toward qualifications. You may verify accreditation by visiting the U.S. Department of Education Database of Accredited Postsecondary Institutions and Programs website. We will verify your education accordingly.
Foreign Education: You must submit verification that education completed in a foreign institution, was recognized by an accreditation body accepted by the U.S. Department of Education. You must include a Certificate of Foreign Equivalency with your transcript. There are private organizations that specialize in this evaluation and a fee is normally associated with this service. For a list of private organizations that evaluate education, visit the National Association of Credential Evaluation Services (NACES) website. Your transcripts must be in English or include an English translation.

To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors. COLA: In addition to salary, compensation also includes a Cost-of-Living Allowance (COLA). COLA is not subject to Federal Income tax & is not calculated as salary for retirement. Time Limited Assignment: If your current permanent place of residence is not Pacific Islands, your initial tour of duty may be up to 3 years. You may serve additional years, not to exceed 5 years in total, with agency approval. At the completion of the time limited assignment, you will be returned to a position in the agency within the same geographic location that you left (where possible) and have guaranteed rights to a position of grade equivalency. Guaranteed return rights are forfeited after 5 years.
Physical Demands: The incumbent must walk extensively through rough terrain, over ditches, and climb steep banks. Some physical exertion is required.
Work Environment: The incumbent works under conditions that involve moderate discomforts due to adverse weather. Works near farm and earth moving machinery and may be exposed to toxic chemicals, poisonous insects and irritating plants.
Telework: This position is eligible for telework.

- Most recent non-award Notification of Personnel Action (SF-50) showing you are/were in the competitive service, highest grade held (or promotion potential) on a permanent basis, position title, series and grade
AND
- Most recent performance appraisal (dated within 18 months) showing the official rating of record, signed by a supervisor, or statement why the performance appraisal is unavailable. A performance plan is not an acceptable substitute.
