Summary

Cases may involve contract fraud, employee misconduct, healthcare fraud, environmental crime, theft of government property, unauthorized computer access, and workers' compensation fraud. Investigations are conducted in accordance with the CIGIE Quality Standards for Investigations and applicable U.S. Attorney General Guidelines. Candidates with 1811 Criminal Investigator status are able to maintain their 1811 designation.

Duties

WHAT YOU'LL DO

All Special Agents are responsible for the following core duties. The scope, complexity, and independence expected at each level increases with experience:

  • Initiating and conducting investigations - developing and following leads, conducting surveillance, performing interviews, collecting and organizing data, and preparing written reports and other investigative documents.
  • Building and maintaining relationships with TVA employees and developing contacts within federal, state, and local law enforcement agencies.
  • Attending and participating in meetings with U.S. Attorneys, TVA management, and other external stakeholders as they relate to assigned cases.
  • Drafting clear, concise investigative reports that reconstruct events, establish relationships, responsibilities, legal liabilities, and conflicts.
  • Participating in and/or leading interagency task forces, lending investigative and subject matter expertise.
  • Drafting and submitting subpoenas, applying for warrants, and making arrests in the exercise of law enforcement authority.
  • Preparing case documentation for trial, coordinating with prosecutors, and serving as a witness and technical expert in court proceedings.
  • Conducting fraud risk assessments and delivering fraud awareness briefings to TVA employees.
  • Building and executing proactive communication strategies to develop leads and contacts in areas of risk for TVA.

  • U.S. citizenship required.
  • Must pass a federal background investigation and maintain a top-secret clearance.
  • Must qualify and maintain authorization to carry firearms/weapons.
  • Must successfully complete a regularly scheduled physical examination and maintain fitness levels required for the position.
  • Must participate in a random drug screening process.
  • Valid driver's license required. Regular business travel and overnight travel required.

Qualifications

All Levels:

  • Bachelor's degree from an accredited institution required.
  • U.S. citizenship required.
  • Must pass a federal background investigation and maintain a top-secret clearance.

  • Must successfully complete a regularly scheduled physical examination and maintain fitness levels required for the position.
  • Must participate in a random drug screening process.
  • Valid driver's license required. Regular business travel and overnight travel required.
  • Knowledge of investigative techniques, rules of evidence, constitutional rights, search and seizure, use of force, and arrest procedures.
  • Effective written communication skills, including the ability to prepare clear, accurate investigative reports.
  • Proficiency in Excel to analyze and organize large data sets; Word for investigative reports; PowerPoint for presenting findings.
Senior Special Agent - Additional Requirements:
  • Minimum 6 years of experience investigating cases at the federal level, including but not limited to white-collar crime, civil litigation, and administrative misconduct. (1811 series or equivalent state level experience)
  • Must have attended a federal or state basic criminal investigation academy. If attended a state academy, must be willing to attend a federal-level academy.
  • Experience providing technical assistance, training, or consultation for criminal investigations.
  • Demonstrated ability to lead complex, multi-subject, multi-agent investigations from initiation through prosecution.
Special Agent, Level III - Additional Requirements:
  • Minimum 4 years of experience as an investigator or agent at the federal or state level, including but not limited to white-collar crime, civil litigation, and administrative misconduct. (1811 series or equivalent state level experience)
  • Must have attended a federal or state basic criminal investigation academy. If attended a state academy, must be willing to attend a federal-level academy.
  • Experience conducting investigations with limited guidance from management.
  • Experience working as part of a team on large or complex cases.
  • Ability to manage an independent caseload, prioritize investigative actions, and move cases to completion.
Special Agent, Level II - Additional Requirements:
  • Minimum 2 years of experience as an investigator or agent at the federal or state level, including but not limited to white-collar crime, civil litigation, and administrative misconduct. (1811 series or equivalent state level experience)
  • Must have attended a federal or state basic criminal investigation academy. If attended a state academy, must be willing to attend a federal-level academy.
  • Ability to manage assigned casework, prioritize investigative actions, and seek guidance appropriately.
  • Ability to work effectively as part of a team and build productive working relationships with TVA employees and external law enforcement contacts.

Education

Bachelor's Degree from an accredited institution.
