Duties

The successful candidate will perform the full range of Special Assistant duties.

Such duties include but are not limited to:

  • Serving as an NRC technical authority responsible for complex DFC program issues and providing definitive
    advisory services regarding the assessment and resolution of issues associated with the full scope and
    impact of the FF business line. Coordinating resolution of issues of highest and broadest importance to
    execution of the mission of the business lines, including identification of strategic solutions.
  • Providing technical and policy direction, advice and assistance to the management team.
    Coordinates resolution of issues of highest and broadest importance to execution of the mission of the
    business lines, including identification of strategic solutions.
  • Developing and managing activities and documents to ensure consistent implementation of policies. This
    includes serving as an authoritative manager for technical and policy coordination between NRC offices
    supporting the FF business lines.
  • Serving as a recognized NRC technical authority in leading special projects, studies, and analyses for
    complex programmatic and operational problems that have been unyielding to past systematic efforts at
    solutions.
  • Assisting the DFC Director in the preparation of budget and staffing plans and makes
    recommendations regarding utilization of personnel resources, organizational changes, and staff
    assignments.
  • Leading independent studies and analyses to identify and evaluate improvements in efficiency and
    effectiveness of resource utilization.
  • Attending high-level managerial meetings within and outside DFC, NMSS, and the NRC, serving as a
    recognized technical authority and speaking for DFC. These meetings include, but are not limited to, those
    with domestic and international organizations, including speeches and the preparation of memoranda,
    reports, or articles. Aids the DFC director in forming strategies for international engagement, including
    committee participation and prioritization of travel.
  • Developing and managing communication strategies for keeping NRC managers and stakeholders aware of
    the status of DFC business line activities, issues, and other associated activities.
    Performs strategic planning designed to prepare the NRC for challenges in the FF programs.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE is defined as: demonstrating the knowledge, skills, and abilities and experience relevant to the Division of Fuel Cycle (DFC) programs and NRC mission, and/or experience that relates to work done in DFC.

The ideal candidate will be able to demonstrate the following:

  1. Demonstrated expert knowledge of planning, project management, and regulatory programs.
    Describe your experience and knowledge in planning, project management, and regulatory programs. Include examples of translating technical, administrative, or policy-focused programs into effective management plans, evaluation systems, and resource planning.
  2. Demonstrated ability to analyze and resolve complex programmatic and operational Issues.
    Describe your experience analyzing and resolving complex issues related to fuel cycle or other advanced technologies. Include examples of independent studies, evaluations, and recommendations for improvements in efficiency and effectiveness.
  3. Demonstrated experience providing technical and policy direction, advice, and assistance to management teams. Include examples of coordinating resolution of high-impact issues and developing policy positions.
  4. Demonstrated knowledge of NRC Mission, Policies, and Fuel Facility Programs.
    Describe your knowledge of NRC mission, functions, responsibilities, and major points of interface for the DFC business lines. Include understanding of applicable laws, regulations, NRC policies, and safety requirements for DFC programs.
