Summary

This position is located in Division of Risk Management Supervision and is responsible for a broad array of functions to assist the Regional Director in overseeing bank supervision and regional operations.

Additional selections may be made from this announcement to fill identical vacancies that arise later.

The duty location is determined upon selection. The selectee will remain at their current duty location.

Duties

At the full performance level, major duties include:

  • Researches and suggests solutions to technical and procedural problems involving bank supervision activities.
  • Prepares speeches, presentations, briefings, summaries, memoranda, and letters for the Regional and/or Deputy Regional Director(s).
  • Communicates directly with the highest levels of management inside and outside the Region and facilitates the flow of information about bank supervision and regional operations internally and externally.
  • Plans, coordinates, and executes regional management meetings for both internal and external participants. Participates as necessary in conferences, forums, and meetings with regional staff. Works closely with Divisional, Regional, and Field Office staff on multiple projects under tight time frames.
  • Prioritizes and anticipates issues and activities that require the personal attention of the Regional Director.
  • Manages the completion of periodic and impromptu high-level regional reporting.
  • In the absence of a Regional Internal Review Coordinator, ensures that appropriate internal controls are in place at the Regional and Field Offices.

Qualifications

Qualifying experience is credited from private and public sectors, including paid and unpaid service (e.g., Peace Corps, AmeriCorps). Volunteer service builds competencies that translate to paid work. You will receive credit for all qualifying experience. See OPM's General Schedule Qualification Standards for details.

CG-13: Applicants must complete one year of specialized experience equivalent to the CG-12 level or above in Federal service. Specialized experience is defined as:

  • Consulting with and providing guidance to supervisors and senior management in developing deadlines, completing projects, and overseeing other activities related to the process of examining the risk management or compliance programs of insured depository institutions.

CG-14: Applicants must complete one year of specialized experience equivalent to the CG-13 level or above in Federal service. Specialized experience is defined as:
  • Providing guidance to supervisors and senior leaders on setting deadlines, planning, designing, and executing programs, projects, and studies related to risk and compliance for insured depository institutions; AND
  • Presenting findings and recommendations to leadership.

In addition to the qualification requirements above, you must meet the following selective factor:
  • Must be a commissioned examiner.

Financial Institution Examiners must maintain the personal ethical standards as provided in Part 336 of the FDIC's Rules and Regulations. Financial Institution Examiners must comply with Section 3201.102 of Supplemental Standards of Ethical Conduct for FDIC Employees (5 CFR Part 3201), which, in part, prohibits them and their immediate families from accepting certain credit from State nonmember banks.

CMs selected for CG-level temporary assignments must sign a Memorandum of Understanding. For the duration of the assignment, pay will be set at the lower of a 10% reduction to base salary or the CG salary range maximum. Upon completion, employees return to their CM Positions of Record with base salary restored, including any CM pay adjustments applied during the assignment.

THIS IS A TEMPORARY ASSIGNMENT FOR 2 YEARS. Selectees who meet eligibility requirements will be given a temporary promotion; selectees already serving at the advertised grade on a permanent basis will be placed on a lateral detail. Management may end early or extend the assignment as needed. Temporary promotions cannot exceed five (5) years and may not be converted to permanent. Upon completion, the employee's basic pay will be restored to the rate held before the temporary promotion and increased to reflect any general pay adjustments received during the temporary promotion, provided the resulting rate does not exceed the applicable salary range maximum.

Return Rights: If the temporary assignment is not made permanent and lasts one year or less, the employee will return to a comparable position-same occupational series, grade, and duty location-in the same or successor Division/Office as the permanent position.

If the temporary assignment is not made permanent, is in a different Division/Office than the employee's permanent Division/Office, and lasts longer than one year (including extensions beyond an initial assignment of one year or less), the employee will not return to the permanent Position of Record. Instead, the employee will be placed in a permanent position that is comparable to the Position of Record (same grade and pay) in the Division/Office and duty location where the temporary assignment occurred.

Because extending a temporary promotion beyond one (1) year affects an employee's return rights to the original Division/Office and duty location, the employee must agree in advance to any extension beyond one year.

Change in Duty Location: If the temporary assignment is in a different duty location than the employee's duty location of record, and the assignment lasts more than one (1) year (including extensions beyond the initial appointment), the employee's duty location may be changed to the temporary duty location for the duration of the assignment.
