Summary

The incumbent will provide administrative and technical support to promote the efficient delivery of local Morale, Welfare and Recreation (MWR) special events and entertainment to the Navy Community Recreation Branch. The incumbent will also develop, coordinate, and provide technical direction, guidance and assessments of Navy MWR special events and entertainment programs in alignment with applicable instructions and policies as related to entertainment standards and policies in MWR facilities.

Duties

Programming duties include but are not limited to:

  • Coordinates, monitors, and performs site visits to evaluate the compliance with DoD and Navy regulations and to make assessments of the efficiency, effectiveness, and quality of programs delivered.
  • Acts as the subject matter expert on the implementation of Navy MWR Entertainment special events and entertainment policies, procedures and the interpretation of program instructions and operating guidelines.
  • Coordinates booking entertainment for installations and deployed US Navy ships as appropriate through professional artistic promoters and arranges necessary logistical support. Coordination may include the United Service Organizations (USO) and Armed Forces Entertainment (AFE) for OCONUS installations and deployed US Navy ships.
  • Coordinates with Commercial Sponsorship Coordinator to obtain sponsorship of planned events and with Public Affairs Coordinator to ensure the event is adequately promoted and marketed.
  • Coordinates with installations receiving events and all other parties involved in the special event to ensure that all parties meet professional entertainers' contractual written agreements and to ensure technical requirements are met.
  • Sets up and organizes special event spaces with assistance from support staff where available. Arranges equipment such as tables, chairs, decorations, sound and visual equipment, and other related equipment requirements for special events and entertainment functions.
Administrative Management duties include but are not limited to:
  • Provides materials and/or commentary for MWR division publications including newsletters, operating instructions, manuals, notices, guidebooks, etc. Reviews publications to ensure consistency and compatibility with existing Federal, State or local, host country laws (where applicable), DOD and Navy policies.
  • Reviews and drafts replies to, or endorsements on, correspondence pertaining to operational or policy matters in areas of primary responsibility to include congressional inquiries or correspondence to higher levels within the DOD, other government agencies, civilian entities, as well as to regional commands and installation commanding officers.
  • Liaises with counterparts from other Armed Forces branches to review and coordinate MWR policy implementation or to formulate and recommend proposed joint entertainment programs.
  • Establishes and monitors memorandums of understanding (MOU) with installations in all facets of the event including logistics, venue requirements, marketing and other related requirements. Coordinates with all levels involved with special events from installations through all levels of the chain-of-command.
  • Maintains liaison with DOD, government and civilian agencies and professional organizations necessary for the effective management of programming within areas of responsibility and keeps technically abreast of the latest developments in all entertainment activities and related operational, procedural, programmatic and promotional trends.
  • Collaborates with the development of marketing methods and process for the improvement and implementation of uniform, efficient operational procedures for all MWR entertainment programs.
  • Provides advice, technical guidance, training, on entertainment issues, and industry trends to the field and deployed U.S. Navy ships as necessary.
  • Recommends policy changes and/or corrective action to remedy identified deficiencies during site visits or inspections.

Qualifications

A qualified candidate must possess the following:

  • 4 or more years of specialized experience with Navy or other Military Branch Morale, Welfare and Recreation (MWR) special events and entertainment programs.
A qualified candidate also possesses the following:
  • Knowledge of the organizational and technical requirements for executing large-scale special and entertainment events, such as commercial concerts, large-scale holiday events, and smaller forms of popular entertainment.
  • Knowledge of operational policy and administrative procedure in providing oversight of special events and entertainment programs.
  • Knowledge of the goals, principles, and procedures in the administration, management, and financial practices of special events and entertainment programs.
  • Knowledge of CNIC's organizational structure, functions, and mission.
  • Knowledge of recreation program management.
  • Knowledge of financial management, such as budgeting, cost and profitability analysis, internal controls, inspection, procurement, and program management.
  • Skill in and ability to apply a wide range of qualitative and quantitative indicators for assessing special events and entertainment programs.
  • Skill in originating correspondence and writing and editing publications that encompass all areas of responsibility.
  • Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).
  • Ability to interpret complex instructions, directives, and correspondence and apply them to specific situations.
  • Ability to communicate effectively both orally and in writing.

This position does not have a positive education requirement.

Salary is dependent on experience and/or education. Salary is inclusive of locality pay.
