The United States Space Force (USSF) at Los Angeles Air Force Base is searching for a Staff Financial Specialist to support SSC/FM (NH-0501-02, GS-05/11 Equivalent).

Join the United States Space Force! Space Systems Command (SSC) is seeking a motivated and analytical Financial Administrator (NH-0501-02) to join the Financial Management Directorate (SSC/FM). SSC/FM is responsible for the financial oversight, cost analysis, and budget execution of cutting-edge space acquisition programs that empower our space warfighting capabilities.
This is a developmental position under the Acquisition Demonstration (AcqDemo) project. The employee will enter at the NH-02 pay band (broadly equivalent to the GS-09 through GS-11 levels) and will participate in progressive training and assignments designed to prepare them for the target NH-03 pay band (broadly equivalent to the GS-12/13 levels).
Ideal Candidate:
As an NH-0501-02 Financial Administrator, you will perform progressively more difficult work in various phases of budgeting, accounting, financial administration, and cost analysis. The goal of this developmental work is to provide the experience and skills needed to operate at the target NH-03 full-performance level.
At the NH-02 level, your duties will include:
-Assisting senior financial managers and cost analysts in analyzing the financial management, cost estimation, and operational aspects of space acquisition programs.
-Extracting, compiling, and analyzing budget, program, and historical cost data from government financial, accounting, and programmatic systems to support program offices (e.g., Space Sensing, Assured Access to Space).
-Supporting cost-estimating activities by gathering technical and programmatic parameters to assist in the development of basic cost models, cost-benefit analyses, and life-cycle cost estimates.
-Developing familiarity with DoD, Department of the Air Force, and U.S. Space Force financial practices, regulations, cost-estimating methodologies, and business operations.
-Assisting in developing narrative and statistical justifications for requested funds, budget submissions, and cost estimates.
-Evaluating basic financial statements, cost reports, and contractor cost performance reports under the guidance of senior staff.
At the target NH-03 level, duties will expand to include:
-Independently analyzing and formulating all major financial management, cost-estimating, and operational aspects of exceptionally large and complex space acquisition programs (e.g., ACAT level programs).
-Developing, maintaining, and defending comprehensive Life-Cycle Cost Estimates (LCCEs), Program Office Estimates (POEs), and Cost Analysis Requirements Descriptions (CARD) for complex space systems.
-Applying advanced cost-estimating methodologies (including parametric modeling, analogy, and engineering build-up) to evaluate contractor cost proposals and support acquisition strategy decisions.
-Conducting risk, uncertainty, and sensitivity analyses on program cost estimates to identify potential budget shortfalls and develop risk-mitigation strategies.
-Providing expert advice to program executives, contracting officers, and senior management on the interpretation of cost-estimating guidelines, accounting, budget, and financial regulations.
-Formulating, presenting, and defending budget requests and cost-estimating positions to higher headquarters (HQ USSF, SAF/FM).
-Serving as a recognized financial and cost-analysis authority for specific SSC/FM portfolios, managing funds control, program adjustments, and complex managerial-financial reporting.
