Summary

This position is located in the U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), Midwest Area (MWA) Office. The selectee is not required to report to a government office, however, the option to work in one of the Agency offices may be available.

In this position, you will provide technical guidance on statistical and mathematical concepts and collaborate with research scientists involved in ARS national research programs, covering a variety of agricultural subjects.

Duties

  • Participates with leadership in formulating, developing, and executing policies and procedures for an applied mathematical statistics consulting program.
  • Makes recommendations on statistical correctness and appropriateness of research project proposals for the Office of Scientific Quality Review.
  • Applies the appropriate statistical methods required to investigate the research objectives and conducts statistical modeling.
  • Utilizes the SAS and/or R programming environment(s) to conduct complex statistical analyses.
  • Collaborates on research projects as statistician to provide advice on and effect interim design modifications, as required, to ensure that the experimental design remains consistent with the research objectives.
  • Provides professional statistical consultation to accurately interpret research results and verify the validity of scientific inferences to be made by researchers.
  • Develop a generalized training program to enhance data analysis capabilities among Midwest Area scientists, including the use of high-performance computing and artificial intelligence.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Basic Requirements:
Degree:that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.
OR
Combination of education and experience:courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

GS-12:
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience collaborating with and providing consultation to research teams to assess statistical validity of experimental designs; experience with analyses using high performance computing; recommending or conducting multiple routine statistical data analyses; and interpreting or executing policies related to applied mathematical statistics programs.

GS-13:
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience modifying or developing new statistical approaches for studies when current methodologies are inadequate; participating in training of scientists on statistical methods and artificial intelligence; providing expert statistical consultation on complex statistical data analyses including those involving high-performance computing; and developing policies related to applied mathematical statistics programs.

GS-14:
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience developing training or providing guidance to scientists and other statisticians on the use of current data analyses, statistical procedures, and artificial intelligence; serving as an authority on data-intensive statistical analyses and bioinformatics through the use of high performance computing resources; developing policies related to applied mathematical statistics programs; and advising on the computing infrastructure needed to maintain state-of-science statistical software capabilities in a cloud computing environment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
