Summary

This position resides in the Office of Planning and Budget (OPB), Forecasting and Analysis Division at the USPTO. Forecasting and Analysis Division has full responsibility for estimating and analyzing workloads, fees, fee collections, fee setting, and related financial, economic and operating parameters across the agency. This position applies quantitative theories, techniques, and methods as well as policy analysis and legal interpretation to accomplish office goals.

Duties

This position permits, but does not require, remote work. The official duty station and physical worksite for employees who do not opt for remote work will be the Alexandria, VA Headquarters or one of the USPTO's Regional Offices located in Dallas, TX; Denver, CO; Detroit, MI or San Jose, CA. The official duty station for employees who opt for remote work, will be their approved remote work location. Employees' locality pay will be determined by the location of their official duty station.

This is an entry-level trainee position being advertised under the Pathways Recent Graduate Program. Successful applicants will be placed in a dynamic, one-year career development program. Selectees will participate in formal training, job assignments, and receive a mentor to develop competencies that enhance their career goals. After successful completion of the program requirements, the individual may, at the agency's discretion, be converted to a term or permanent appointment in the competitive service.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at Statistician Series.

This position is being filled as a College Graduate under Public Law 115-232, 5 CFR § 315.614 (i). Applicants must meet the BASIC REQUIREMENTS of the College Graduate authority:

  • Recent graduates who have completed a bachelor's or graduate degree within the previous two years.
  • Uniformed service members who have completed a bachelor's or graduate degree and were unable to apply within two years of obtaining their degree due to a uniformed service obligation of at least four years, may apply within two years of their discharge from uniformed service.
Education:
  1. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.
OR
  1. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
In addition to meeting the BASIC REQUIREMENTS, applicants must also meet the specialized experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.

Candidates for the GS-07 grade level must have at least 52 weeks of specialized experience equivalent to the GS-05 in the Federal service. Specialized experience for this position includes:
  • Experience assisting in the design and implementation of fee restructuring programs; OR
  • Experience using quantitative methods and conduct analyses; OR
  • Experience assisting in the development of limited financial models.
OR
  • 1 year of graduate-level education or superior academic achievement
Candidates for the GS-09 grade level must have at least 52 weeks of specialized experience equivalent to the GS-07 in the Federal service. Specialized experience for this position includes:
  • Experience assisting in the design and implementation of fee restructuring programs; OR
  • Experience using quantitative methods to conduct analyses; OR
  • Experience developing limited financial models.
OR
  • 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may be substituted for specialized experience at the GS-07 and GS-09 grade levels.
