Summary

This position is located in the Executive Office of the President, Office of National Drug Control Policy, Office of Translational Research (OTR). OTR ensures that drug policy across the government is based on the latest research, data, and evidence. The Office works closely with the Public Health and Supply Reduction components to inform their approach to policymaking, and with the Interagency Performance Branch to evaluate progress on drug policy.

Duties

As a Statistician (Demographer), GS-1530-14, your typical work assignments may include the following:

  • Reviews critical research, intelligence and statistical activities of federal agencies, international partners, and non-governmental groups to identify new and emerging or changing drug threats, including those related to synthetic substances and their precursors and analogues.
  • Conducts analyses on relevant emerging information, comparing/contrasting it to current knowledge of the drug threat landscape.
  • Provides professional consultation and guidance in the application of statistical theories, techniques, and methods in conducting studies and analyses assessing drug use availability, the consequences of drug use, and the effectiveness of drug programs.
  • Collects, compiles, and analyzes statistical data, and develops measures to track the overall performance of the National Drug Control Strategy (NDCS).
  • Applies statistical knowledge to the analysis of individual, social, and economic characteristics, such as age, education and occupation, and other areas of special interest to ONDCP in the assessment of drug use and drug use consequences.
  • Analyzes findings, evaluates statistical limitations of data, and specifies the range of logically possible explanations
  • Develops and conducts research projects for determining data needed to fill gaps in the overall government program for statistics relating to drug supply, drug consumption, the consequences of drug use, and the effectiveness of drug programs.

Qualifications

MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards.

ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

BASIC REQUIREMENTS: Applicants must meet the following criteria listed below in order to meet the basic requirement for Statistician (Demographer), 1530.
BASIC REQUIREMENTS:1. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

OR

2.Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

AND

TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

You may qualify at the GS-14 level, if you meet the following minimum qualification requirement: One year of specialized experience equivalent to the GS-13 level in the Federal service or equivalent experience in the private sector that includes all of the following:
assessing statistical methodologies in order to conduct gap analyses of the overall effectiveness of statistical programs; Applying quantitative analysis, demography, statistical research and survey methodology to analyze public policy issues; Applying analytical techniques of statistical theories and demographic methodologies in order to present clear findings related to a variety of projects.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

5.
