As the Submission Processing Field Directoryou will have full delegated authority and responsibility for managing the day-to-day operations of all activities at one of the Taxpayer Services Division Submission Processing field offices. This responsibility covers a range of activities, which design and develop programs to solve complex issues relating to the standards for taxpayer submissions, receipt of those submissions, and financial transfers.
The Submission Processing Field Director performs the following duties and responsibilities:
- Oversees day-to-day operations of the Submission Processing field office. Establishes program goals and guidelines to aid personnel in meeting work plans and schedules.
- Directs statistical analysis and evaluation of Submission Processing's balanced measures. Monitors the balanced measures and develops and executes comprehensive program review activities to evaluate operations and make recommendations for improvements.
- Oversees transition planning to integrate current organization into the modernized plan of the future along with migrating programs and work force skills as required.
- Participates with the Director, Customer Account Services and Director, Submission Processing in setting program policy for Submission Processing by planning, directing, coordinating, and evaluating programs and activities. Advises the Director, Submission Processing, on all matters related to the incumbent's area of responsibility. Provides input to Division Headquarters as to the effectiveness of Servicewide policies, programs, and procedures as they relate to the incumbent's area of responsibility and requirements.
- Provides executive leadership and direction through subordinate managers. Delegates sufficient authority to subordinates to effectively manage their resources and to provide a supportive environment for creativity and innovation. Ensures these key managers operate as an effective management team and that all management functions are handled in an equitable and responsive manner to meet the needs of the taxpayer customer. Coaches subordinate managers and assists in resolution of complex issues.
- Works closely with other IRS executives to ensure consistent and equitable delivery of services to customers. Participates jointly in work plans and financial plan development, execution, and monitoring. Ensures appropriate utilization of allocated resources for Submission Processing.
- Oversees the adherence to standardized requirements of a corporately managed workload and a centrally managed network to ensure "world class customer service." Implements and coordinates required training activities.
- Directs the development of activities to build leveraged partnerships and collaborate with stakeholders to increase taxpayer education and clarify tax code issues.
- Manages all human, physical, information technology, and financial resources assigned to Submission Processing and allocates these resources in accordance with overall strategies to further the accomplishment of specific goals that incorporate modifications to tax laws, regulations, and restructuring initiatives.

If selected for this position, you will be required to:
- Be a U.S. citizen to qualify for this position.
- Be geographically mobile to accomplish the Service's mission.
- Complete a one-year SES probationary period, if not previously completed.
- Certify you have registered with the Selective Service System if you are a male applicant born after December 31, 1959, or certify you are exempt from having to do so.
- Complete a OF-306, Declaration for Federal Employment, to determine your suitability for Federal employment, at the time requested by the agency.

Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. Employees must maintain PIV credential eligibility during their service with the Department of the Treasury.
- Complete verification of identity and employment eligibility as required by Federal law for all persons hired to work in the United States. The IRS participates in e-Verify (Employment Verification) and may provide information from your Form I-9 to the Social Security Administration (SSA) and/or the Department of Homeland Security (DHS) to secure a work authorization. You will receive written instructions and contact information for SSA and DHS if this information cannot be confirmed.
- File a Confidential Financial Disclosure Report (sf278) within 30 days of appointment and annually.

Qualifications
To qualify for the position of Submission Processing Field Director, you must meet the following requirements:
RESUME: To meet the minimum qualification requirements for this position, you must show that you possess the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) related to this position within your resume- NOT TO EXCEED 2 PAGES. Your resume must demonstrate possession of the knowledge, skills, and abilities essential to fulfill executive responsibilities typically required in SES positions, including:
- Directing the work of an organizational unit;
- Accountability for the success of one or more specific programs or projects;
- Monitoring progress toward organizational goals and periodically evaluates and makes appropriate adjustments to such goals;
- Supervising the work of employees (other than personnel assistants) at least 25% of the time; or
- Exercising important policy-making, policy-determining, or other executive functions.
Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligiblity, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
EXECUTIVE CORE QUALIFICATIONS (ECQs): By statute, OPM prescribes Executive Core Qualifications (ECQs) for the appointment of career Senior Executive Service (SES) members. The ECQs were designed to evaluate executive experience and not technical expertise. The following ECQs provide the focus for certification of executive core qualifications for initial appointment to the SES. Your two-page resume should show that you possess the Executive Core Qualifications.
1. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In addition to the ECQs, candidates must address Mandatory Technical Qualifications (MTQs). MTQs are designed to assess an applicant's experience relevant to the specific position requirements. All applicants must clearly demonstrate in their two-page resume, experience and accomplishments related to the MTQs below:
- Knowledge of submission processing programs, in sufficient depth to plan and direct the work of subordinate units and to provide direction and leadership to accomplish the broad and complex Submission Processing programs.
- Broad knowledge of the IRS organization and its policies, practices, and procedures which incorporate the theories, concepts, principles and applications of tax law and tax administration.
- Demonstrated experience in the design, development, delivery and evaluation of programs to ensure the highest levels of customer service and satisfaction.
There is NO requirement to prepare a narrative statement specifically addressing the ECQs or MTQs. Only the required 2-page resume will be considered.
