Summary

The Department of the Interior is devoted to protecting and preserving the natural resources of this great nation, including National Parks, Landmarks, and the well-being of communities, including those of Native American, Alaska Natives and affiliated Islanders.

Duties

This position is located within the Department of the Interior, Office of the Secretary of the Interior (OS), Office of the Assistant Secretary for Policy, Management, and Budget (PMB), Office of the Deputy Assistant Secretary for Policy and Environmental Management (PEM), Office of Subsistence Management (OSM). This position may be filled in Anchorage, Alaska; Fairbanks, Alaska; or a remote duty location (incumbent must reside within Alaska).

This position is being advertised as both location negotiable (incumbent must reside within Alaska) after selection and with a duty stations of Anchorage, Alaska, or Fairbanks, Alaska with the option of telework. If applying to "negotiable after selection", this means that your duty station will be based off your home address and you will be a full-time remote worker. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval".

At the full performance level GS-12 the major duties of this position include, but are not limited to the following:

  1. Plans, oversees, and participates in the design, production, and distribution of FSMP publications. Some publications are very complex in nature. Meeting books vary from fifty to over a thousand pages and include proposed regulatory changes and technical analyses of the proposed changes, proposed research studies, agency briefings, and reports. Works under very short deadlines driven by regulatory and fiscal year cycles, printing contracts, and Council, Interagency Staff Committee (ISC), and Board schedules.
  2. Prepares and oversees the development of acquisition methods for printing and distribution. Directs or initiates and tracks printing, distribution, and web-posting for all books. Advises managers and administrative staff on the advantages of various printing processes, including reproduction costs, production time and methods, and process requirements.
  3. Advises the Director, Deputy Director, and Leadership Team members of OSM in the formulation and articulation of an overall plan for FSMP public outreach. Informs management officials on all aspects of current public outreach efforts.
  4. Works on and oversees the completion of a wide variety of projects simultaneously.
  5. Develops informational materials for culturally diverse internal and external audiences, including communication plans, news releases, public service announcements, newsletters, briefing papers, fliers, posters, factsheets, PowerPoint presentations, handouts, mail-outs, videos, and social media content.

The Office of the Secretary of the Interior (OS) has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Information:
GS-9: $67,738 - $88,058 per annum
GS-11: $81,956 - $106,541 per annum
GS-12: $98,232 - $127,698 per annum
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

First time hires to the Federal government normally start at the lower salary range of the grade level.

Minimum Qualification Requirements:
To qualify for this position you must meet the Education or Specialized Experience for the grade to which you are applying.

GS-9
Specialized Experience:
To qualify for the GS-9, you must possess at least one full year of specialized experience equivalent to at least the GS-7 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Drafting a variety of publications for review in adherence with technical guidelines;
2. Distributing publications across rural locations; AND
3. Preparing large printing projects.

Education: Have 2 full years of progressively higher-level graduate education or Master's or equivalent graduate degree (such as an LL.B. or J.D. if related).

Combination of Experience and Education: Have a combination of graduate level education beyond the first year of progressive graduate study and appropriate experience that together meets 100% of the qualification requirements for this position.

Specialized Experience:
To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-9 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Developing a variety of publications in adherence with technical guidelines;
2. Distributing publications across rural locations;
3. Preparing large printing projects; AND.
4. Conducting outreach and organizing meetings.

Education: Have 3 full years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree, or LL.M, if related.

Combination of Experience and Education: Have a combination of graduate level education beyond the first 2 years of progressive graduate study and appropriate experience that together meets 100% of the qualification requirements for this position.

GS-12:
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Developing a variety of publications in adherence with technical guidelines;
2. Distributing publications across rural locations;
3. Preparing large printing projects;
4. Conducting outreach and organizing meetings; AND
5. Developing and implementing communication plans.

NOTE: At the GS-12 level you may NOT substitute education for experience.

Driver's License Requirement: Please note: You will be required to operate a government vehicle, to complete assigned tasks (i.e. site visits, field research, etc.); therefore, you must be able to obtain and maintain a valid state driver's license.
