Qualifications
We are looking for an individual with experience in successfully managing the preservation of a park in a large, geographically dispersed organization who demonstrates experience in cultural and natural resources management, managing recreation and public use programs, working with executive teams, sound judgment; and, possesses strong communication and interpersonal skills. Candidates should be committed to improving the efficiency of the Federal government, passionate about the ideals of our American republic, and committed to upholding the rule of law and the United States Constitution. Candidates will not be hired based on their race, sex, color, religion, or national origin.
To be considered, you must submit a two-page resume (max), and a comprehensive narrative statement that addresses each Technical Qualification (TQ) and each Executive Core Qualification (ECQ). Applicants who do not submit a supplemental narrative statement that addresses each of these factors will not be considered.
Mandatory Technical Qualifications (TQs) *Required Documentation*: TQs are designed to assess an applicant's experience relevant to the specific position requirements. Each TQ narrative response must 1) not exceed two pages per TQ for a total of 4 pages; 2) include specific examples of your experience, education, and/or accomplishments; and 3) address specific challenges, contexts, actions, and results.
1. Describe your knowledge and experience in managing public lands which includes addressing operational issues involving complex programs such as visitor services, law enforcement, natural/cultural resource management and protection, interpretation, a fire management program, safety, concessions management, maintenance management, partnerships, entrepreneurial management, public land management, conservation, and recreation management.
2. Describe your ability to negotiate and manage partnerships directly related to land management operations to include a wide range of stakeholders from a cross-section of organizations; and your understanding of governmental budgets to include congressional appropriations, large donations, concessions management, fee-based funding, and large-scale project funding or equivalent.
Executive Core Qualifications: By statute, the Office of Personnel Management prescribes Executive Core Qualifications (ECQs) for the appointment of career SES members. The ECQs were designed to assess executive experience and not technical expertise. Please prepare one or two examples for each of the five ECQs below. ECQ narratives must not exceed ten pages in total.
ECQ 1 - LEADING CHANGE: You must have demonstrated an ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and implement it in a continuously changing environment.

ECQ 2 - LEADING PEOPLE: You must demonstrate the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to the ECQ is the ability to develop others, facilitate cooperation and teamwork, and support constructive resolution of conflicts.
Leadership Competencies: Conflict Management, Developing Others, Team Building
ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - BUSINESS ACUMEN: This ECQ involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - BUILDING COALITIONS: This ECQ involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

FUNDAMENTAL COMPETENCIES: The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, Public Service Motivation
Your responses should address your Challenge, Context, Actions, and Results for each example. Please give a complete and detailed answer for each specific mandatory qualification demonstrating your experience. Qualifications will be evaluated based on how clearly and concisely you emphasize your level of responsibilities, the scope and complexity of your programs; services managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues addressed; and the results of your actions taken. Typically experience will have been gained at the GS-15 grade level in the federal service or equivalent in the private sector or non-governmental organizations.
Each ECQ and TQ have unique qualifications. Therefore, duplicate responses are not sufficient in determining if you meet that specific qualification. Do not refer to your resume to explain your experience or your application package will be considered incomplete and will not be considered. Failure to submit a narrative statement, specifically address the mandatory ECQs and/or TQs clearly, or if you exceed the page limits, you will not be considered.
Already SES Certified? If you are currently serving under a career Senior Executive Service appointment, are eligible for reinstatement into the Senior Executive Service, or have completed a Senior Executive Service Candidate Development Program (SES CDP) approved by OPM, you only need to submit a narrative statement covering each of the Technical Qualifications. You do not need to submit ECQs. SES CDP graduates must submit a copy of their CDP program certification with their package.
