Summary
This position is located in the Office of Financial Management (OFM), NIH. OFM provides central accounting and reporting for all financial transactions that originate from the 27 Institutes and Centers (ICs). OFM also provides overall direction and leadership to the ICs by establishing financial management policies and procedures and by providing oversight of the NIH Core Financial Management Systems.

Duties
- Plans, directs, and manages the operation of the organization requiring a comprehensive knowledge and application of accounting principles, concepts, and techniques as well as requirements of central oversight agencies.
- Advises in the formulating organization plans and develops and implements internal policies, processes, procedures, and controls to improve the efficiency and economy of accounting operations.
- Reviews and assesses the organization's accounting operations and procedures as well as its effectiveness in providing quality accounting services to the ICs.
- Establishes and implements internal policies, processes, procedures, and controls as required to improve the efficiency and economy of accounting operations and services.
- Represents OFM on committees/tasks forces/working groups established to review or address complex issues related to NIH accounting systems, services, or other related issues.
- Provides expert advice or assistance to the HHS and NIH staff, regarding accounting operations and/or other related issues.
- Prepares or directs the preparation of responses to inquiries from Congress, the GAO, OMB, and other regulatory agencies.
- Performs a full range of supervisory functions for staff. As supervisor, plans, assigns, and directs the work to be accomplished, insuring timely performance of satisfactory amount and quality of work.

Qualifications
You qualify at the GS-14 level, if you meet one of the following qualification requirements:
An accounting degree or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing". Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
A combination of education and experience - at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge, plus one of the following: a. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This may include up to 6 hours of business law; or b. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or c. Completion of the requirements for a bachelor's degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester hour requirement of response A, provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in response A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements. A combination of education and specialized experience that meets the qualification requirements for this position.
In addition to the above requirement: You must show that you have at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates the ability to: leading or overseeing the accounting operations for an organization; designing, developing, or implementing accounting programs or processes; examining, analyzing, and interpreting accounting data, records, and reports to resolve complex accounting issues; advising senior management on accounting and financial management matters.
You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
