About the position:
This is a NAF position with the 61st Force Support Squadron, located with Resources on Los Angeles Air Force Base, El Segundo, California This position is considered Regular Full Time. The position is 35 hours, but has the potential to work up to 40 hours per week. As a regular full time employee, you are eligible for leave and benefits
Duties
Serves as the NAF Accounting Office (NAF AO) Manager. Independently performs a variety of financial management assignments related to all aspects of NAF accounting for the MWR and Lodging funds, to include, but not limited to: receipt, disbursement, accounting for, and safeguarding of funds in accordance with established principles, statutes, and policies. Manages, supervises, or performs accounting work involved in the design, development, test and evaluation of accounting systems and procedures; and provides technical accounting advice and assistance pertaining to NAF financial functions to all levels of management. Receives and reviews source documents and classifies accounting transactions; processes paperwork for follow-up action. Certifies funds availability. Maintains and reconciles subsidiary accounts to the general ledger each month and provides verification to the supervisor. Utilizes experienced judgment and conducts research to review, approve, and process transactions. Keeps supervisor informed of current status and elevates problems as required. Supervises monthly closeout of financial statements. Carefully examines balance sheets, operating statements, and general ledger details to ensure accuracy before final closing. Oversees and/or performs other related accounting functions such as pulling the daily CMIP banking statement to ensure cash in bank balances to the general ledger, monitors returned checks and distributes the Returned Check Listing to NAF Activities and monitors and reports funds received for special purposes such as Family Member Program MOAs and special grants. Manages, supervises, or performs work involved with payroll and the development of policies and procedures. May oversee the negotiation, award, administration and termination of NAF contracts. Plans, schedules, and sets priorities for the work of subordinates; assigns, directs and reviews their work, ensuring that it is accomplished in accordance with appropriate regulations and standards, and within established time frames. Performs first level supervisory personnel management responsibilities including developing performance standards; managing performance through appraisals, continuous feedback and corrective action; initiating disciplinary actions; and managing leave in accordance with regulations and established procedures. Provides OJT as necessary and ensures employees are afforded the opportunity for additional training as required. Acts as the Installation Program Coordinator (IPC) for the NAF Purchase Card (Pcard) Program, validates purchases to the daily CMIP message and general ledger. In order to qualify, you must meet the experience requirements described below. Qualifying Experience:
Must have comprehensive knowledge of NAF Accounting Systems. Must have hands on experience in at least 6 areas of the NAF AO: Accounts Receivable, Accounts Payable, General Ledger, Inventory, Payroll, Central Cashier, Banking, and Capital Assets; Must have an understanding of AF NAF General Ledger Account Codes as well as AF Forms used to process transactions into the General Ledger. Must be able to analyze, evaluate, and investigate a variety of transactions and conditions, and interpret data contained in financial statements. Must possess knowledge and understanding of regulations, guides, and precedents sufficient to interpret and apply them in a variety of accounting situations. Knowledge of procurement actions and of procurement terminology, documents and procedures to include purchase requests, bids, purchase orders, contracts, and monitoring contract compliance is preferred. Must have experience supervising 3 or more employees. Must possess general computer skills. Subject to satisfactory completion and maintenance of a Tier-3 background investigation.

Education
