Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce, to recruit and appoint qualified candidates to positions in the competitive service.
About the Position This position conducts enroute air traffic control duties and advisory instructions for Fort Irwin Restricted Areas R2502 North, R2502 East, R2502 Alpha, Bicycle Lake Army Airfield, Goldstone Airstrip, and Freedom Field Landing Site.

Conditions of Employment
- Employees hired for the first time (“originally hired”) into covered GS-2152 positions must not exceed the established Maximum Entry Age (MEA) at the time of appointment. The MEA for Air Traffic Controllers (ATCs) is 36.
- An employee originally hired into a covered ATC position must be hired by the last day of the month he/she reaches age 36 unless a waiver from Department of Army is approved prior to appointment.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must successfully complete a pre-employment Class IV flight physical prior to being placed into this position, unless currently occupying a GS-2152 "covered" position.
- Must be able to maintain personal physical fitness in accordance with AR 40-501.
- Must possess or be able to obtain and maintain a Secret security clearance.
- Must be willing and able to submit to and pass a pre-employment urinalysis drug screening and random testing thereafter.
- Must possess and then continue to maintain a valid Federal Aviation Administration Air Traffic Control Specialist Certificate (FAA Form 7220-1).
- Must be able to obtain and maintain a Control Tower Operator's Certificate issued by an agency of the Federal government.
- Must be willing and able to support the Facility Training Program and be involved with one-on-one, on-the-job-training
- Must be willing to travel Temporary Duty Travel up to 10% of the time for the purpose of receiving/providing training instructions and/or other mission essential purposes AND travel via military and/or civilian air/ground transportation.
- Must be able to maintain necessary alertness, self-control, and emotional stability and be able to make rapid decisions and use precise judgment under emergency conditions
- Must be willing and able to work rotating shifts, be subject to on call status and work overtime
- Must be willing and able to work outside normal duty hours to include nights, weekends and holidays
- This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support operations.

Specialized Experience: One year of specialized experience which includes reviewing policies issued by relevant authorities to assist in solving specific problems, presenting information to pilots with direction before or during flights, responding rapidly to crisis situations, or leading a team of air traffic controller specialists.
This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GS-09).
